Opportunity Overview
Current West Virginia local opioid abatement funding opportunity. The City of Ripley publishes a current Opioid Settlement Funds application for projects that treat opioid use disorder, support people in treatment and recovery, or otherwise advance qualifying treatment, recovery, and prevention uses. The City requires applicants to review the applicable settlement Core Strategies and Approved Uses.
Funding
Applications may request up to $25,000 for direct services and up to $15,000 for indirect services projects. The City states that settlement funds are limited and projects may receive less than the amount requested.
Match
Matching funds are encouraged and given weight during review, but the application expressly states that matching funds are not required for an award and are evaluated case by case.
Deadline and Current Availability
The City currently publishes the application packet and submission instructions and states that the Opioid Funding Committee will meet biannually, with its next meeting scheduled for December 7, 2026 at 4 p.m. The official page and current application packet do not state a submission deadline, cutoff time, or time zone. Atlas does not treat the committee meeting time as an application deadline. Prospective applicants should confirm current review timing with City Hall before submission.
Qualifying Health Scope
The application directly supports opioid treatment, recovery, prevention, and related public health work. Core strategies listed in the packet include naloxone and other FDA approved overdose reversal drugs; medication assisted treatment and other opioid related treatment; services for pregnant and postpartum women; treatment of neonatal abstinence syndrome; warm handoff and recovery services; treatment of incarcerated populations; prevention programs; evidence based data collection and research; treatment of opioid use disorder; and support for people in treatment and recovery.
Applicant Requirements
The application requires organization and contact information, FEIN if applicable, an executive summary, strategy and approved use alignment, anticipated outcomes, population or communities served, a documented connection to the City of Ripley, requested amount, matching funds information, project timeline, project need, detailed budget and budget narrative, partners, leadership and key personnel, sustainability plan, mission and organizational history, current programs, significant recent accomplishments, prior funding sources, organization members and project staff, required certifications and licenses, current financial information and operating budget, at least one third party reference, certifications, signatures, and notarized forms where required.
The ownership affidavit expressly recognizes sole proprietorships, partnerships, limited liability companies, corporations, nonprofit corporations, and other entity types. Publication does not establish that any particular organization is eligible; each applicant must satisfy the full packet and demonstrate its City of Ripley connection.
Project Period and Reporting
Projects run for 12 months from the signed contract, with the ability to apply for a one year no cost extension. A funded recipient must provide an update to the Opioid Fund Award Committee or Ripley City Council within one year of receiving funds. Failure to provide the required update bars the applicant from future funding.
Allowable Cost Signals
The application budget template includes personnel, contracts, travel and training, equipment, and other costs. Equipment is therefore a documented budget category, but the City does not specifically preapprove telehealth hardware, remote examination devices, software, subscriptions, or the Nonagon N9+ device and platform. Any such cost would require an applicant controlled opioid abatement rationale and City acceptance.

Completed applications may be dropped off or mailed to City Hall, ATTN: Matt Anderson, 203 S. Church Street, Ripley, WV 25271. The City lists Matt Anderson at 304-372-3482 for questions regarding the Opioid Settlement Fund.

A remote examination role could be legitimate in an applicant led opioid treatment, recovery, maternal health, correctional health, or related clinical access project because equipment is a documented budget category, but the City does not specifically request or preapprove telehealth or remote examination technology.

Dr. Miltie direct applicant fit: 25/100, unverified. The packet recognizes multiple legal entity types, including for profit forms, but a qualifying City of Ripley connection, project specific opioid abatement role, required licensure and certifications, financial information, references, and other applicant controlled requirements have not been established for Dr. Miltie.
