The Virginia Department of Criminal Justice Services is accepting competitive applications for CY 2027-2028 Byrne State Crisis Intervention Program grants supporting recovery courts, behavioral health dockets, and veterans’ treatment dockets. Projects may plan, implement, expand, or enhance specialty dockets through evidence-based treatment resources, supportive services, staff development, and related program capacity.
Funding
DCJS anticipates $2,841,489 in total funding. Applications must request at least $50,000 for the grant period. The current guidelines do not state an applicant-level maximum award. The award period is January 1, 2027 through September 30, 2028. No match is required. Awards are cost-reimbursement based.
Eligibility and material controls
The opportunity is open only to local units of government. Applicants must maintain active SAM registration and a UEI, satisfy debarment and licensing requirements, provide a letter of support from the Office of the Executive Secretary of the Supreme Court of Virginia Specialty Dockets Division, provide evidence-based treatment services, maintain applicable specialty-docket data, comply with Virginia Best Practice Standards, and permit eligible participants who use FDA-approved medications for substance use disorder treatment to enter and remain in the program.
Federal funds may not supplant existing state or local funding. Full-time program staffing is discouraged because of the limited grant period. Equipment is allowable only when necessary and incidental to an approved project. Examples of allowable project costs include specialty-docket staff time, peer support, laptops and communications for funded staff, training, recovery housing, transportation support, and other direct participant services when compliant with the guidelines.

Applications are submitted in DCJS OGMS under Funding Opportunity 579014. Scoring is Project Narrative 40 points, Goals and Objectives 25 points, Budget 25 points, and Technical Compliance 10 points. Required or conditional attachments include signatory authorization when applicable, job descriptions for requested personnel, and consultant-rate justification when applicable. Missing required attachments can reduce the score.
An optional applicant webinar is scheduled for September 25, 2026 at 1:00 p.m. The controlling DCJS materials state an application deadline of October 13, 2026 at 12:00 p.m. noon, but they do not separately identify the deadline time zone. Atlas will not infer that control.
