Opportunity Overview
The Vermont FY2027 Mobility and Transportation Innovations (MTI) Grant Program is administered by the Vermont Agency of Transportation. The program supports innovative strategies and projects that improve mobility and access to services for transit-dependent Vermonters, reduce single-occupancy vehicle use, and reduce greenhouse gas emissions.
Deadline
Applications must be received on or before September 21, 2026 at 4:30 PM. The controlling VTrans page does not state a time zone, so Atlas does not infer one.
Who May Apply
Eligible applicants are Vermont municipalities, local or regional planning agencies, transit agencies, school districts or schools, nonprofit organizations, and citizen groups focused on public transportation resources. Private-sector organizations, individuals, and State and Federal agencies may not receive funds directly, but they may participate as project partners.
Funding
Applicants select the category that best matches project need: small grants around $10,000, medium grants around $50,000, and large grants around $100,000+. VTrans does not publish a total FY2027 program pool on the controlling page. The page does not state a mandatory match requirement. It expressly permits MTI funds to be used as match for other transportation-demand-management grant awards.
Eligible Uses and Program Focus
Funding may support extension or creation of transportation demand management programs, creation and marketing of TDM resources, first-mile/last-mile expansion, employer or employee TDM adoption in collaboration with a TDM provider, bike share, car share, microtransit, TDM program delivery, microtransit planning and implementation, capital purchases, and operational expenses.
Performance and Timeline
Applicants must identify which program goals their project addresses, how progress will be measured, and any targets. Core metrics focus on improved mobility and access for transit-dependent Vermonters, reduced greenhouse gas emissions, reduced single-occupancy vehicle use, and complementing existing mobility investment. VTrans expects to notify selected projects in October 2026. Final project metrics, reports, and invoices are due September 30, 2028.
Atlas Fit Analysis
Atlas Opportunity Score: 76/100. This is a legitimate open Vermont school and community-access funding opportunity with direct eligibility for school districts and schools and flexible project categories, but it is primarily a transportation and mobility program rather than healthcare funding.
N9+ Fit: 0/100. The verified program does not establish a defensible remote physical examination, telehealth, or medical-device funding pathway. Atlas should not force an N9+ proposition into the solicitation.
QC Healthcare Fit: 0/100. The program does not procure physician staffing or clinical services. A nonprofit health or human-service organization could potentially pursue a transportation-access project if it independently satisfies program requirements, but that would be a mobility project rather than a QC Healthcare clinical-services engagement.
Potential Applicant Profile
Strong applicant profiles include Vermont school districts seeking measurable student transportation access or TDM improvements, public transit providers, municipalities, planning organizations, and nonprofits with documented mobility needs. Atlas should advance applicant-specific work only when a real project and eligible lead organization are verified.
Next Action
Eligible organizations should define a measurable mobility, TDM, first-mile/last-mile, or microtransit project, review the current guidance and application materials, identify required performance metrics, and submit by September 21, 2026 at 4:30 PM.
