Open now. The Utah Department of Workforce Services Office of Homeless Services is accepting applications for Senior Homelessness Prevention, Solicitation 27-DWS-S011. The program supports new and existing projects that provide targeted upstream interventions paired with case management to prevent seniors from entering homelessness. For this solicitation, seniors are individuals age 62 or older.
Funding and Deadline
The total statewide grant amount is $350,000. Applications are due September 23, 2026 at 4:00 PM MDT; late proposals will not be accepted. The period of performance is October 13, 2026 through June 30, 2027. DWS may make partial awards. The RFGA does not publish a per-applicant maximum, so Atlas does not infer one from the statewide pool.
Who Can Apply
Minimum eligibility is limited to nonprofit organizations, government entities, and tribal governments. Projects must be located in Utah, and the organization must be authorized to do business in Utah. Applicants must coordinate with the applicable Local Homeless Council and ensure access to case management, supportive services, and basic necessities.
Eligible Activities and Budget Rules
Examples of eligible project costs include supportive-services expenses such as wages and fringe benefits, housing-location costs such as rental application fees, security deposits, and utility payments, and housing-stabilization costs such as short- and medium-term rental assistance and rental arrears. The DWS-OHS Eligible Expense Guide also includes client services such as outpatient health services, mental-health services, substance-use treatment services, legal services, education services, employment assistance, and client transportation when properly tied to the project.
Total indirect expenses and direct administrative expenses may not exceed 15% of the direct program total. Indirect costs are limited to the applicant’s federally approved NICRA or 15% if the applicant does not have a NICRA. Funding is cost-reimbursement based, and grant funds may not supplant existing funds. Atlas found no grant-specific mandatory match percentage in the controlling RFGA; the standard DWS terms contain a general clause governing match only for grants that require one.
Required Application Materials
The application is submitted through the Appendix I online Grant Application Cover Page. Applicants must compile the Grant Application Narrative, Budget Narrative and Itemization Form, and State Funding Received by Agency form. Additional required or conditional materials include proof of insurance except for government entities, business license or articles of incorporation if applicable, a 501(c)(3) letter if applicable, and a NICRA or cost allocation plan if applicable. The RFGA checklist also identifies letters of support, city council resolutions if applicable, and formal project endorsements if applicable. Applicants should use only the current official templates and review the complete RFGA, Scope of Work, terms, case-management standards, Q&A, and any addenda before submission.

This is a strong Utah health and human-services opportunity because it directly supports case management, housing stabilization, supportive services, and certain outpatient and behavioral-health services for seniors at risk of homelessness. The most defensible applicants are organizations that already operate qualifying homelessness-prevention, senior-service, housing, case-management, or closely related programs and can document Local Homeless Council coordination and the required participant-risk criteria.
N9+ Direct Vendor Fit: 0/100; applicant-partner fit: 15/100 conditional. Dr. Miltie/QC Healthcare is not an eligible direct applicant under the published eligibility rules. Although the expense guide can allow outpatient health services and certain equipment subject to program rules and review, the core purpose of this grant is homelessness prevention rather than technology procurement. Any N9+ component would need a specific applicant-controlled senior-health use case, documented allowability, a reasonable and necessary budget rationale, and any required DWS approval. Initial outreach should not introduce N9+.
