Atlas Analysis

Atlas Opportunity Score 86/100. N9+ Fit Score 5/100. Strong applicant-led behavioral-health contracting opportunity for qualified Utah PASRR evaluators; not a technology procurement. Dr. Miltie direct pursuit: No Bid under the currently verified qualifications.

Opportunity Overview

The Utah Department of Health and Human Services is accepting qualifications under DHHS90961, Pre-Admission Screening Resident Review (PASRR) Level II Evaluations, an open-ended Request for Statements of Qualification establishing an Approved Vendor List for qualified mental health professionals evaluating individuals seeking admission to or residing in Medicare/Medicaid-certified nursing facilities who are suspected of or diagnosed with serious mental illness.

Deadline and Contract Structure

The solicitation is open-ended and responses are evaluated continuously. The current public DHHS materials do not state a fixed closing date and time. Vendors should monitor the live U3P/SciQuest posting for the posted close date, question cutoff, and addenda. DHHS may close the RFSQ with 30 days notice and may reopen it for at least 30 days. Approved Vendor List qualifications are reverified every 18 months, and placement on the list does not guarantee work.

Who Can Qualify

Applicants ordinarily must be licensed mental health professionals under Utah law and have at least two years of qualifying experience working with hospitals, nursing facilities, and local mental health authorities, including DSM/ICD-10 diagnosis, understanding nursing-facility mental health and specialized-service needs, and recognizing when inpatient or crisis services are indicated. DHHS may approve a rural exception when no licensed professional is available. For this procurement, rural means any Utah county other than Davis, Morgan, Salt Lake, Utah, and Weber.

Submission Requirements

Responses are submitted by email to mfloor@utah.gov with “DHHS90961 PASRR” and the business name in the subject. Do not upload response documents into Bonfire/U3P. Required materials include the applicable W-9, conflict-of-interest documentation, signed DHHS Data Sheet, local municipal business-license documentation or a municipality statement that a license is not required, a one-page 24/7 referral intake and tracking process, a properly redacted sample or actual PASRR Level II evaluation, and licensure and CV evidence for proposed evaluators.

Rates

Vendors do not submit pricing. DHHS uses established rates. Current examples include $440 for many full evaluations and $490 when the rural travel rate applies; selected updates and reassessments are $138 or $188 rural, and dementia or NSMI evaluations are $250 or $280 rural. The rural rate applies when an evaluation requires at least 50 miles of one-way travel from the evaluator’s home base.

Atlas Fit

Atlas Opportunity Score: 86/100. N9+ Fit Score: 5/100. This is a strong applicant-led behavioral-health contracting pathway for credentialed Utah providers, but it is not a technology procurement. N9+ should not be positioned as a substitute for the required licensed professional judgment, PASRR evaluation, DSM/ICD diagnostic work, or nursing-facility coordination. Dr. Miltie direct pursuit is No Bid unless independently verified clinical staffing and qualification requirements materially change.

Current Vendor Context

The DHHS-linked Approved Vendor List currently names Congruence Counseling and Consulting LLC and Davis Behavioral Health, Inc. Qualified additional providers may still apply while the RFSQ remains open.
