Opportunity Overview
The Utah Department of Health and Human Services is accepting applications under DHHS26100 from qualified providers to serve DHHS clients, including people with intellectual disabilities, related conditions, and acquired brain injury under the Limited Supports Waiver. Service categories include attendant care, integrated community learning, employment supports, board-certified behavior supports, and other behavior supports.
Open-Ended Application Structure
DHHS26100 is an open-ended Invitation for Applications and does not have a set closing date. DHHS evaluates applications as they are received and anticipates awarding perpetual contracts to all qualified providers. Applications must be submitted by email to kwilling@utah.gov with a subject line containing “IFA DHHS26100” and the provider’s business name. Applications must not be submitted through U3P. Provider questions must be submitted through U3P, and posted answers or addenda may modify the solicitation requirements.
Required Application Materials
The application package requires the DHHS Data Sheet, signed Conflict of Interest Disclosure Statement, W-9 signed within six months, Service Application Form and qualification documentation for each requested service, Business Associate Agreement, and Medicaid Enrollment Documentation. Applicants must maintain an active Utah business entity registration in good standing that matches the DHHS Data Sheet.
Provider Qualifications
Contractors must be approved Utah Medicaid providers for the Limited Supports Waiver, maintain required USTEPS/UPI access, and hold the licenses and certifications required for the services they provide. Employment-support categories carry training requirements, while behavior-support categories require service-specific professional or paraprofessional qualifications such as relevant DOPL licensure, BCBA/LBA credentials, RBT or LaBA status, supervised practice, or human-services education and licensure depending on the service code. A provider may not simultaneously hold a DHHS26100 contract and a DHHS Support Coordination External contract.
Rates and Funding
Providers should not submit pricing. DHHS uses pre-established rates that may change with legislative appropriations or budget action. Current listed rates include $9.86 per quarter hour for Attendant Care, Provider Attendant Care by a Spouse, and Provider Attendant Care by a Parent/Guardian; up to $331.64 per day for Integrated Community Learning; $29.66 per quarter hour for Board Certified Behavior Services and Behavior Services; $14.16 per quarter hour for Board Certified Behavior Support Professional Services and Behavior Services Technician; $13.82 per quarter hour for Individual Supported Employment; and $15.17 per quarter hour for Job Development Supports and Pre-Employment Skill Building. The IFA does not state a total funding pool or guarantee service volume.
Atlas Strategic Analysis
Atlas Opportunity Score: 79/100. This is a durable statewide service-contracting pathway with rolling review and a wide service menu, but it is highly specialized and requires Medicaid enrollment, DSPD systems participation, trained staff, service-specific credentials, and ongoing HCBS compliance.
N9+ Fit Score: 0/100. The verified procurement scope centers on disability support, community participation, employment, and behavioral services rather than remote physical examinations, telehealth equipment, or QC Healthcare clinical staffing. Dr. Miltie direct pursuit is therefore classified No Bid absent a material scope change.
Next Action
Prospective providers should review the complete DHHS26100 application package, confirm Utah business registration and Medicaid enrollment, verify qualifications for each requested service code, ensure they do not hold a conflicting Support Coordination External contract, and review current U3P questions, answers, and DHHS addenda immediately before submission.
