Verified Main-RFP Requirements
USM seeks a cloud-hosted Educator Preparation Assessment, Accreditation, and Clinical Experience Management System supporting assessment, educator preparation, clinical and field experiences, licensure progress, accreditation reporting, CAEP and specialized-accreditor evidence, state requirements, program review, and continuous improvement. The system must integrate with USM’s SIS, LMS, and authentication environment and support migration, configuration, testing, training, go-live, and post-implementation support.
The RFP seeks a four-year agreement with the possibility of two one-year renewals. Respondents must provide at least three customer references for implementations in the last 12 months, preferably higher education. Award weighting is 35 points cost, 55 requirements, 5 references, and 5 implementation/delivery schedule. The solution must be cloud hosted and is subject to USM technical, security, availability, privacy, and accessibility review, which may include HECVAT Lite and the USM Information Security Addendum. Project start is required within 30 days of purchase-order issuance unless the vendor provides its best possible alternative start date.
Submission
The USM coversheet is required. The general instructions require one signed original and one signed copy plus an electronic copy, which may be provided with the mailed package or through the Mississippi MAGIC portal. The proposal must include detailed annualized pricing and an implementation schedule.
Mandatory Appendix A Gate
Every Appendix A requirement must be answered, and the Appendix A Excel workbook must be included with the submitted response in the prescribed order. The official Appendix A workbook is linked from USM’s current-bids page, but the available research path cannot reliably inspect the spreadsheet contents. Atlas will not infer missing functional, technical, security, privacy, accessibility, integration, or compliance requirements.
Do not publish, score substantively, classify a Dr. Miltie/QC direct-vendor path, create a CRM Deal or WorkDrive pursuit folder, or begin outreach until Appendix A is reviewed.
