Tennessee has opened its state Workforce Pell program approval pathway for qualifying short term workforce training programs. The Tennessee Department of Labor and Workforce Development and Tennessee Higher Education Commission conduct the initial review, the Tennessee State Workforce Development Board makes the State approval determination, and approved institutions must then obtain final approval from the U.S. Department of Education before students may receive Workforce Pell aid.
Funding Structure
This is not a fixed institutional grant award. State and federal approval makes qualifying short term programs eligible for federal Pell Grant assistance for eligible students. Tennessee does not publish a provider level award ceiling or institutional matching requirement on the current Workforce Pell materials.
Eligible Institutions and Programs
The institution must be Title IV eligible and authorized by the Tennessee Higher Education Commission to operate in Tennessee or be exempt. Programs must generally run 8 to 14 weeks and include 150 to 599 clock hours, 4 to 15 semester or trimester hours, or 6 to 23 quarter hours. A program must have operated for at least 12 months while meeting applicable length, completion, and placement requirements. Correspondence, study abroad, direct assessment, remedial, and English as a second language programs are excluded.
Programs must align with a Tennessee defined in demand or high skill, high wage occupation, be validated by employers, lead to a recognized stackable and portable credential unless it is the sole credential for the occupation, support continued education through articulation or credit transfer, achieve at least a 70 percent completion rate and 70 percent job placement rate, and demonstrate reasonable cost relative to expected wages.
Healthcare Workforce Relevance
Tennessee’s published CIP and SOC crosswalk includes numerous healthcare occupations and training pathways, including emergency medical technicians, paramedics, licensed practical and vocational nurses, medical assistants, nursing assistants, pharmacy technicians, surgical technologists, sterile processing, phlebotomy, diagnostic medical sonography, dental assisting, respiratory care, health information, and other allied health programs. Eligibility remains program specific and all State and federal criteria must be met.
Required Application Materials
The Tennessee guidance requires SOC and CIP codes, completed Employer Validation Form materials, credential information and stackability or portability evidence where applicable, related postsecondary program and articulation evidence, completion rate data, job placement data sufficient for verification, and currently published tuition and fees. Employer validation generally requires signed validation from at least two regional employers, a qualifying employer representative entity, or an industry intermediary. Registered Apprenticeship related instruction receives specified alternative treatment under the policy.
Application and Review
Applications are submitted through Tennessee’s online Workforce Pell application portal. The current Tennessee Workforce Pell page, framework policy, and guidance do not publish a fixed closing date, closing time, or time zone, so Atlas treats the current pathway as open without inventing a deadline. Complete applications are reviewed by TDLWD and THEC, recommended to the State Workforce Development Board, and if approved must then be submitted by the institution to the U.S. Department of Education for final approval.
