Opportunity Overview
The Tennessee Department of Finance and Administration, Office of Criminal Justice Programs (OCJP), has opened the Mental Health Transport (MHT) / Humane Transport of Patients Grant. The program offsets qualifying costs incurred by Sheriff’s Offices conducting secondary mental-health transports under Tennessee law or using designated secondary transport agents.
Eligibility and Purpose
Eligible subrecipients are Tennessee Sheriff’s Offices that conduct secondary transports under Tenn. Code Ann. § 33-6-406. A sheriff may designate a secondary transport agent as permitted by Tenn. Code Ann. § 33-6-901, but the Sheriff’s Office is the eligible applicant. The grant is for humane transport of non-custodial individuals in mental-health crisis and may not be used for transportation of inmates to or from a jail or workhouse as custodial transport.

Funding and Requirements
The MHT program is an endowment grant with no pre-approved project budget. OCJP states that agencies report eligible emergency mental-health transports from the most recent prior fiscal year for which data is available, and the annual appropriation is allocated by formula across eligible transports statewide. The current public OCJP application page does not state a single maximum award or current total appropriation, so Atlas does not infer one. Participating agencies must use unmarked vehicles, implement a Humane Transport Policy, provide annual behavioral-health awareness training, and submit quarterly and annual program reports. Third-party secondary transport agents must satisfy applicable Tennessee qualification, staffing, background-check, training, vehicle-safety, and availability requirements. OCJP identifies reasonable, necessary, and allocable transport-related costs as eligible, including mileage, vehicles and vehicle equipment, soft uniforms and restraints, first-aid kits and AEDs, transporter safety equipment, patient-comfort items, behavioral-health training, and employee time and related labor costs.
