Opportunity Overview
East Tennessee Foundation (ETF) is accepting applications for its 2026 Opportunity Endowment Fund, a competitive capacity-building program serving charitable organizations and communities across ETF’s 25-county East Tennessee service area.
Funding and Deadline
Applicants may request up to $25,000. ETF has not published a total 2026 funding pool. Applications opened August 17, 2026 and close September 18, 2026 at 5:00 p.m. Eastern. Awards are expected in December 2026 and grant terms will not exceed one year.
Who May Apply
Eligible applicants include 501(c)(3) public charities, units of government, public educational institutions, and qualifying faith-based organizations. New or emerging groups without nonprofit status may apply through an established nonprofit fiscal sponsor. Applicants do not have to be physically located inside ETF’s service area, but the proposed work must directly serve communities in one or more of ETF’s 25 East Tennessee counties.
Program Focus
The fund supports organizational capacity building, collaboration, and improvements to operational, financial, data/information, and programmatic systems. ETF identifies examples including evaluation and logistics systems, leadership and board development, community-needs assessment and data sharing, professional development and continuing education, peer convenings, and increased access to quality information technology and infrastructure. For 2026, ETF is prioritizing environment, natural resources, and conservation projects, while expressly welcoming proposals addressing a broader range of community needs.
Match and Cost Controls
ETF asks applicants to indicate whether matching funds support the project and values leveraged funding and collaboration, but the published 2026 criteria do not establish a mandatory match or cost-share requirement. General ETF exclusions include grants to individuals, debt retirement or budget deficits, endowment funds or general fundraising campaigns, capital campaigns, and explicitly religious programming or participation requirements.
Application Requirements
ETF’s general eligibility criteria require documentation of eligible organizational status, EIN, legal name and contact information, primary contact, recent financial statements and/or audit and/or IRS Form 990, current-year operating budget, current board or governing-body list, project staff list, and equal-opportunity compliance. Applications are submitted through ETF’s online grant application portal.
N9+ / Dr. Miltie Relevance
N9+ Fit: 8/100. The fund can support information technology and infrastructure, but the 2026 program does not specifically authorize remote physical-examination equipment, telehealth devices, or healthcare technology purchases. N9+ should not be presented as an allowable project cost without applicant-specific confirmation from ETF. Dr. Miltie is not an eligible direct applicant on the currently verified criteria.
Atlas Assessment
Atlas Opportunity Score: 73/100. This is a legitimate East Tennessee capacity-building opportunity with a precise deadline and a broad eligible-applicant pool that includes public educational institutions and nonprofit/community organizations. The 2026 environmental/conservation priority and lack of explicit N9+ allowability reduce direct Dr. Miltie fit.
Next Steps
Eligible East Tennessee public educational institutions, nonprofits, and government entities with capacity-building projects should review the full ETF program page and general eligibility criteria, confirm project alignment and service-area geography, and submit through ETF’s grant portal by the stated deadline. Applicants considering technology costs should confirm allowability with ETF before budgeting specialized clinical or telehealth equipment.
