FY2027 Teaching Health Center Graduate Medical Education (THCGME) Program — HRSA-27-017
The Health Resources and Services Administration (HRSA) is accepting applications for continuation funding only to maintain existing, filled primary care medical and dental residency full-time equivalent (FTE) positions in community-based ambulatory patient care centers. This is not a new-program startup or residency expansion competition.
Individual award funding and deadlines
The official October 29, 2026 Notice of Funding Opportunity lists an expected individual award range of $320,000 to $2,880,000, with approximately 12 awards and $20,960,000 total anticipated FY2027 program funding. The grant is formula-based; HRSA anticipates an interim FY2027 payment rate of $160,000 per supported resident FTE, subject to actual appropriations and reconciliation. The program is expected to cover July 1, 2027 to June 30, 2029 through two annual budget periods. Applications are due December 11, 2026 at 11:59 p.m. Eastern Time.
Strict applicant eligibility
Only existing THCGME payment recipients funded under HRSA-23-013 with a current performance period ending June 30, 2027 are eligible. They must be community-based ambulatory patient care centers operating an accredited primary care residency program individually or through a graduate medical education consortium. Eligible programs include family medicine, internal medicine, pediatrics, internal medicine-pediatrics, obstetrics and gynecology, psychiatry, general dentistry, pediatric dentistry, and geriatrics. This announcement does not fund new residency programs or increased resident positions.
Eligible costs and significant restrictions
THCGME payments support direct and indirect expenses of maintaining approved residency training positions. No cost sharing or matching funds are required. Recipients must avoid charging the same resident FTE to overlapping federal graduate medical education payments, including Medicare or the Children’s Hospitals GME program, and comply with HRSA annual FTE reporting and reconciliation. Improper or duplicated FTE claims can result in recovery of funds. Awards do not support residency development or expansion under this solicitation.
