Opportunity Overview
The South Carolina Arts Commission FY27 Accessibility Grant supports projects that make arts programs and existing facilities more accessible to people with disabilities. Eligible projects may address physical or structural barriers, communication barriers, or digital and technology barriers.
Funding and Deadline
Applicants may request up to $2,500. Applications are open through March 25, 2027 at 11:59 p.m. Eastern Time. Applications must be submitted at least five weeks before grant-funded activities begin or purchases are made. The award is reimbursement based.
The required match is 1:1, grantee to SCAC. At least 50% of the applicant match must be cash. Another South Carolina Arts Commission grant cannot be used as match. If federal dollars are used for the award, the grantee match cannot consist of federal funds.
Eligibility
Applicants must be either a designated South Carolina Department of Disabilities and Special Needs board or a South Carolina organization that has an arts-focused mission, serves as the primary arts provider in its community, or commits to a project connecting the arts to persons with disabilities. Applicants must also be a unit of government, a qualifying nonprofit organization, or apply through an eligible tax-exempt fiscal receiver where permitted.
Nonprofit applicants must satisfy the current South Carolina charitable-organization and federal tax-exempt requirements. A valid Unique Entity ID is required before grant payments can be received. An organization that already received an Accessibility Grant during FY27 is ineligible for another award in the same fiscal year.
Current Application Requirements
The current Foundant application requires applicant and authorized-official information, project dates, project discipline and activity type, a program or facilities project pathway, narrative responses addressing the accessibility barrier, disability-community input, project design, involved professionals, timeline, measures of success, and sustainability.
The official SCAC budget spreadsheet is mandatory. Other budget formats are not accepted. The application also requires evidence of the accessibility barrier as support material. Applicants using a fiscal receiver must upload a signed fiscal-receiver letter of agreement. Capital-improvement requests must include owner approval or a deed and project documentation such as photographs, drawings, or plans; applicable construction documents must be stamped by the architect or engineer and comply with building-code requirements.
Submission
Applications are submitted through the South Carolina Arts Commission Foundant grants portal. The primary grant contact must be an employee or active volunteer of the applicant organization; an outside consultant may not serve as the primary contact. The final application includes debarment and eligibility certifications and must be authorized by the applicant organization.
Atlas Analysis
Atlas Opportunity Score: 72/100. This is a verified statewide special-populations opportunity with a long application window and explicit support for accessibility projects, including digital and technology barriers. The small award ceiling, reimbursement structure, and 1:1 match reduce overall scale.
N9+ Fit Score: 0/100. The funding is specifically tied to accessibility of arts programs and facilities. The current requirements do not establish a legitimate basis for a remote physical examination platform.
QC Healthcare Fit: 0/100. The opportunity does not support general healthcare staffing or clinical-service delivery.
Direct-vendor disposition: Dr. Miltie, LLC is not an eligible direct applicant under the published nonprofit and governmental eligibility rules. Atlas may assist an eligible applicant with grant preparation, but the applicant’s employee or active volunteer must remain the primary contact.
Next Action
Prioritize eligible South Carolina nonprofits, governmental entities, and DDSN boards with a documented accessibility barrier and a project that clearly connects arts access to people with disabilities. Before any outreach, verify the organization’s applicant status, FY27 prior-award status, match capacity, project timing, and a verified business contact, then apply organization-level send deduplication.
