Opportunity Overview
Santa Fe County is accepting proposals for Medicaid/Medicare Provider Consultant Services, RFP 2026-0401-CSD/TJ. The County seeks a qualified consultant to guide its phased transition to becoming a Medicaid/Medicare service provider.
Deadline and Submission
Proposals must be received by October 5, 2026 at 2:00 PM local Santa Fe time (MDT on that date). The RFP permits delivery to the Santa Fe County Purchasing Division and electronic submission through the County’s specified Dropbox request. A non-mandatory but highly recommended pre-proposal conference is scheduled for September 14, 2026 at 10:30 AM local Santa Fe time.
Scope
The contractor will provide governance and project management; EHR strategy and implementation; standardized Medicaid-compliant documentation; centralized billing and coding workflows; clinical-supervision and workforce infrastructure; Medicaid provider enrollment; BHA 432 and CCSS certification support; individual staff credentialing and enrollment; Treat First implementation guidance; 1115 Justice-Involved Waiver alignment; audit and site-review readiness; and related training, compliance, reporting, and billing support.
Proposal Requirements
Electronic respondents must submit the proposal response and Appendix D Cost Proposal as separate files. The proposal is limited to 20 pages excluding professional licenses and certifications, uses a minimum 12-point font and nominal one-inch margins, and must include the required transmittal, terms-and-conditions response, evaluation-factor response, insurance documentation, separate cost proposal, campaign-contribution disclosure, and other required RFP forms. The RFP requires at least three similar client references.
Value and Cost Share
The controlling RFP does not state a fixed maximum contract value. This is a professional-services procurement rather than a grant, so no applicant grant match or cost share applies. Pricing is proposed through the required cost schedule.
Atlas Analysis
N9+ Fit Score: 10/100. The procurement is primarily specialized Medicaid and Medicare provider readiness consulting, EHR, billing, enrollment, certification, workforce, and waiver implementation. The Nonagon N9+ device and platform is not a core deliverable.
Atlas Opportunity Score: 74/100. The scope is relevant to healthcare operations, but Dr. Miltie/QC is classified No Bid. Atlas has not verified the specialized Medicaid and Medicare provider readiness consulting experience or at least three comparable recent client references required for a defensible direct pursuit. The opportunity remains published for market visibility and continuity only.
