Opportunity Overview
Santa Fe County is accepting proposals for an Independent Evaluator for Behavioral Health Region One, RFP 2027-0003-CSD/TJ. The contractor will independently evaluate implementation and outcomes for the Region One Behavioral Health Plan and related Early Access activities.
Deadline and Submission
Proposals must be received by September 30, 2026 at 2:00 PM local Santa Fe time (MDT on that date). The RFP permits electronic submission through the County’s specified Dropbox route as well as the paper-submission method described in the solicitation. Electronic respondents must submit the proposal and Appendix D Cost Proposal as two separate files.
Scope
The contractor will design and implement the evaluation framework; develop standardized metrics and baseline assessment methods; coordinate data collection across funded providers and partners; integrate multiple data sources; maintain data quality, validation, and privacy controls; manage continuous quality improvement; monitor treatment, workforce, navigation, and prevention priorities; produce dashboards and quarterly/annual reports; analyze short- and intermediate-term outcomes; and participate in Region One review meetings.
Qualifications and Proposal Requirements
Offerors must demonstrate technical competence and specialized evaluation experience, including relevant multi-agency or multi-jurisdictional work, preferably in New Mexico or comparable rural and Tribal communities. The proposal must demonstrate capacity for a multi-site, multi-partner evaluation and include at least three similar client references. Proposals are limited to 20 pages excluding licenses and certifications, with a minimum 12-point font and nominal one-inch margins. Required components include the transmittal, terms-and-conditions response, evaluation-factor response, insurance certificate, separate cost proposal, campaign-contribution disclosure, and all required RFP forms.
Term, Value and Cost Share
The RFP states that the contract is scheduled to begin in October 2026 and that Santa Fe County intends a three-year term, not to exceed three years. No fixed maximum contract value is stated. This is a professional-services procurement, not a grant, so no applicant grant match or cost share applies.
Atlas Analysis
N9+ Fit Score: 0/100. The requirement is independent program evaluation, analytics, dashboards, data quality, CQI, and outcomes reporting, not remote physical examination or telehealth-device deployment.
Atlas Opportunity Score: 44/100. Direct Dr. Miltie/QC pursuit is classified No Bid at present because the controlling RFP emphasizes specialized independent behavioral-health evaluation capability and at least three comparable references that Atlas has not verified in Dr. Miltie/QC records.
