Organizations that received a 2025 Treatment and Recovery Support Infrastructure Enhancement award or a 2026 Enhancement 2.0 award are generally ineligible unless the new proposal is for a different physical location or a different project category.
Allowable Infrastructure
Eligible project categories include facility capacity, organizational capacity, and staffing capacity. Organizational capacity expressly permits one-time investments in technology, tools, and infrastructure supporting evidence-based programs, including software, durable supplies, IT systems, and program-developer materials. Projects must demonstrate a lasting increase in capacity and benefit unserved or underserved populations.
Submission Requirements
The City requires two sealed copies submitted to the City Clerk. The bid package must include Bid Forms 1 through 4, applicable MBE/WBE forms, and the bidder proposal packet.
