The Rhode Island Energy Efficiency and Resource Management Council, doing business as the Energy Efficiency Council, is seeking a qualified technical consultant under RFP No. EERMC 2026 01 to provide policy support and program planning and implementation services beginning January 1, 2027.
The consultant will support the Council’s review and oversight of energy efficiency and system reliability programs and related initiatives proposed and administered by Rhode Island’s electric and gas distribution company. The work requires substantial expertise in energy efficiency, demand response, system reliability, regulatory proceedings, stakeholder engagement, program planning, and Rhode Island Public Utilities Commission processes.
Deadline: Questions are due September 23, 2026 at 5:00 PM ET. Final proposals are due October 16, 2026 at 5:00 PM ET and must be submitted by email to the address specified by the Council.
Funding: The current RFP page does not publish a contract ceiling or mandatory applicant cost share. Offerors should use the controlling RFP for pricing structure, required work examples, references, staff qualifications, separate cost materials, ISBE documentation, and all submission requirements.
