Pennsylvania Veterans’ Trust Fund 2027–2028 — County Directors of Veterans Affairs Track
The Pennsylvania Department of Military and Veterans Affairs (DMVA) has announced a separate 2027–2028 competitive VTF subprogram to help counties expand direct services for Pennsylvania servicemembers, veterans and their families. The application window opened November 2, 2026 and closes December 18, 2026, before 2:00 p.m. Eastern Time.
Funding available to counties
The individual county applicant ceiling is $15,000 per county. Multiple county veterans affairs directors may file a joint application, with a maximum of $15,000 attributable to each county. A joint proposal must designate a primary county responsible for grant funds, the agreement, accounting, implementation and reports. The Pennsylvania Association of County Directors of Veterans Affairs may also apply under the RFA’s special association provisions, but benefits an individual county receives through an association grant still count toward that county’s $15,000 ceiling. The agency may award less than requested; no universal required matching contribution is published for county applicants.
Applicant eligibility and priorities
Eligible applicants are Pennsylvania counties acting through their County Directors of Veterans Affairs, joint county director groups, and the Pennsylvania Association of County Directors of Veterans Affairs. Proposed projects must create or expand direct veteran and family programming, including practical services meeting documented local needs and appropriate engagement to make existing services more accessible. Counties with overdue reporting or unresolved prior grant close-outs may be ineligible. This county-government track is distinct from the $40,000 501(c)(3)/501(c)(19) organization track.
Cost restrictions and post-award requirements
Eligible project-specific services, personnel, equipment, supplies, support and existing-building repairs or renovations may be included when consistent with the controlling RFA. New construction and purchases of vehicles are excluded. Administrative personnel and marketing/publication cost components are each capped at 10% of the requested grant budget. The July 1, 2027–June 30, 2028 performance period, quarterly expenditure and outcomes reporting, project-closeout financial statement, and return of unspent grant funds apply. Money is disbursed upon full execution of the grant agreement; obligations before agreement execution are undertaken at the county’s risk.
Apply through Pennsylvania eGrants
Submit before December 18, 2026, 2:00 p.m. Eastern Time through eGrants using a Keystone login. No paper or emailed applications are accepted. Prepare the county’s legal name, federal EIN, Pennsylvania SAP vendor number, authorized county officials and signatures, budget, narrative, documented veteran needs and expected results. Joint proposals must clearly identify their primary fiduciary county. DMVA schedules a November 12 information webinar and asks for program questions by December 11.
