Opportunity Overview
The Pennsylvania Department of Human Services, through the Office of Child Development and Early Learning, Bureau of Early Intervention Services and Family Supports, issued RFA 25-RFA-13800, Family Support Programs on September 9, 2026. The RFA supports community-based, high-quality Evidence-Based Home Visiting services intended to improve family health, school readiness, economic well-being, child-abuse and neglect prevention, and positive parenting. DHS states a priority of maintaining at least one Family Support Program in each of Pennsylvania’s 67 counties.
Deadline and Official Source Control
The controlling RFA calendar states that applications must be received by the Issuing Office at RA-PWRFAQUESTIONS@PA.GOV by October 13, 2026 at 12:00 PM EST. Potential applicant questions are due to the same address by September 15, 2026 at 12:00 PM EST, with answers scheduled to be posted by September 22. The current eMarketplace advertisement lists zero addenda as of September 14, 2026.
Funding
DHS has not established a minimum or maximum award amount. Funding requests of any size will be evaluated under the RFA criteria. Awards are cost-reimbursement grants. Funding may be braided across state and federal funding streams assigned by DHS. Optional Enhancements must be paired with an approved Evidence-Based Home Visiting model and enhancement funding may not exceed 25% of the total amount awarded.
Core Eligibility and Program Requirements
Applicants must propose implementation of at least one Evidence-Based Home Visiting model listed by the U.S. Department of Health and Human Services Home Visiting Evidence of Effectiveness program. An applicant may propose more than one approved model. The selected model must support families during pregnancy and early childhood and must provide early-childhood education services and community-based support for parents and young children, prenatal through age five.
Applicants must obtain and submit model-developer approval for implementation, demonstrate the ability to maintain model fidelity, identify proposed counties and service capacity, comply with federal and state data and continuous-quality-improvement requirements, and incorporate Pennsylvania’s Strengthening Families Protective Factors Framework. DHS also requires collaboration to avoid duplicating services where multiple funded programs serve the same area and model.
Application Package
The RFA requires a Technical Submittal, Cost Submittal, and, when the cost submittal is $5 million or more, a Contractor Partnership Program submittal. Required forms include the Application Cover Sheet and Checklist, confidentiality/trade-secret notice, Cost Submittal Worksheet, lobbying certification, federal funding accountability form, Worker Protection and Investment certification, Program Requirements and Organization Information, Service Capacity Worksheet and Model Implementation Approval, and the Enhancements Worksheet when applicable.
Applications are submitted by email to the Issuing Office. The email subject must identify 25-RFA-13800 Application. Attachments are limited to 10 MB cumulatively per email, compressed files and encrypted email are not accepted, and larger applications must be split into properly labeled parts. Appendix C must be submitted as an Excel spreadsheet; other electronic materials must follow the RFA’s stated Microsoft Office-compatible or PDF requirements.

Dr. Miltie should not be treated as a viable direct prime applicant absent those qualifications. Any technology or remote-clinical concept would require applicant-led justification within an allowable approved model or enhancement and must not displace the RFA’s required service model.
Applicant Readiness
Confirm the organization can implement at least one approved EBHV model; secure the model developer’s written implementation approval; define the county or counties, service locations, staffing, model capacity, target population and referral network; complete the required technical and cost materials; and review the eMarketplace record for addenda before submission.
