Opportunity Overview
The Pennsylvania Department of Agriculture is accepting applications for its current Agricultural Research Grant. Although the program is agriculture-centered, the September 5, 2026 official Pennsylvania Bulletin notice expressly includes a Life Science / human health research lane, making this a useful cross-sector opportunity for research institutions working at the intersection of food access, population health, agriculture and One Health.
Current Human-Health and Food-System Priorities
The Department specifically invites research that examines fresh-food access and its effect on health, including the impact of Centers for Medicare & Medicaid Services rule changes related to fresh-food access. It also seeks projects addressing the intersection of human, animal and environmental health from a One Health perspective.
Other current priorities with public-health relevance include measuring food insecurity in Pennsylvania, analyzing SNAP purchasing patterns and their economic effects, local and regional food systems, agricultural workforce needs, and selected innovation topics such as artificial intelligence in farms and food systems.
Funding and Cost Structure
The official 2026 solicitation does not publish a single statewide funding pool or per-applicant award ceiling. Funding is contingent on 2026–27 budget appropriations. Grants are nonmatching, so applicants are not required to provide matching funds. Awards are generally reimbursed after approved costs are incurred, although an advance payment may be available when the applicant submits written justification and receives Department approval.
Indirect costs are capped at 15% of total direct project costs.
Application Deadline
Complete electronic research proposals and grant applications must be submitted through Pennsylvania’s Single Application for Assistance system by October 9, 2026 at 5:00 PM. Late applications will not be considered.
Applicant and Research Requirements
The Pennsylvania Bulletin notice invites interested applicants and does not publish a narrow legal-entity eligibility list in the notice. Applicants should therefore confirm organizational eligibility in the Single Application system before submission. Research organizations, universities and other institutions with demonstrated research capability are natural candidates, but Atlas does not treat those examples as an exclusive eligibility list.
The notice describes research conducted during a period running through June 30, 2028, with possible extension into later years when the Department determines that additional time advances program objectives.
How Applications Are Scored
The Department uses a 100-point review framework: up to 15 points for the research need statement, 15 for impact of research outcomes, 30 for research methodology, 10 for evaluation and replicability, and 30 for industry support and participation. Applicants should therefore pair strong research design with a clear Pennsylvania agriculture/public-health problem and meaningful participation from relevant industry or implementation partners.
Atlas Analysis
Atlas Opportunity Score: 81/100. This is not a conventional healthcare delivery grant, but it creates a verified research lane for organizations studying food access, food insecurity, CMS-related fresh-food policy, population health effects and One Health. It may be especially useful to Pennsylvania universities and research organizations working across agriculture, nutrition, public health and health-policy research.
Project-fit caution: The current solicitation supports agriculture-related research, not general equipment procurement or routine clinical service deployment. Applicants should align project activities and requested costs with the research priorities and current program rules.
Next Action
Identify a research question that directly matches one of the Department’s current priorities, confirm applicant eligibility in the Pennsylvania Single Application system, build a rigorous methodology and evaluation plan, secure relevant Pennsylvania industry or implementation partners, structure the budget with no required match and no more than 15% indirect costs, and submit the complete application by October 9, 2026 at 5:00 PM.
