Opportunity Overview
The Pennsylvania Commission on Crime and Delinquency (PCCD), in partnership with the Pennsylvania Department of Human Services Bureau of Juvenile Justice Services, is accepting applications for the 2026 PACTT – PA Academic, Career and Technical Training solicitation. The program supports academic instruction, job-skills training and work-related services for adjudicated youth served by eligible PACTT-affiliated residential facilities, community-based providers and juvenile probation departments.
Funding and Deadline
Approximately $675,000 in state Juvenile Justice Reinvestment Funds is available, with up to 60 awards anticipated. Applications must be submitted through PCCD Egrants by October 14, 2026 at 11:59 PM. The controlling funding announcement does not state a timezone for that deadline.
Tier awards are up to $25,000 for Tier 1, $20,000 for Tier 2, $15,000 for Tier 3, $10,000 for Tier 4 and $5,000 for Tier 5. Qualifying affiliates that previously completed an Innovation Grant may seek up to $30,000 over three years through a Rejuvenation Grant. Each affiliate must use only the tier or grant types shown as available for that affiliate in Appendix C.
Eligible Applicants
Eligibility is limited to existing residential facilities, community-based providers and juvenile probation departments that are current PACTT Affiliates in good standing and are not on provisional status. Separate affiliate sites are treated separately. Applicants that are not units of county government must submit a signed juvenile probation support letter confirming that probation refers youth to the program.
Eligible Uses and Budget Rules
Funding must directly support an affiliate’s academic, job-skills-training or work-related-services programming. Regular applicants generally must devote at least 60% of the requested budget to sustainable expenses, may use up to 40% for non-sustainable expenses, and may use up to 20% for personnel and other expenses. A special in-home-services exception can change the sustainable/non-sustainable split to 30%/70% when the program meets the solicitation’s mobile-service criteria.
Appendix A expressly identifies equipment supporting Health/Medical Assisting and Health/Medical Assisting Services among examples of potentially eligible sustainable vocational-training equipment. High-cost items must be itemized and supported by a vendor quote. Open and free competition is required for procurement, and noncompetitive procurement is strongly discouraged and requires substantial justification.
Important Ineligible Costs
Among the expressly ineligible or restricted items are indirect or administrative costs, costs for youth not actively participating in PACTT programs, postsecondary education costs, vehicles, general real estate and renovations, recurring utilities, general-use electronics unrelated to participant programming, and other expenses not directly tied to approved PACTT programming. Funds may not supplant existing resources.
N9+ and Dr. Miltie Fit
N9+ Fit Score: 56/100, conditional. The Nonagon N9+ is not a general allowable clinical purchase under this solicitation. A defensible pathway may exist only for an eligible PACTT Affiliate whose approved or sought affiliation includes health or medical-assisting job-skills training and that can document N9+ as durable instructional equipment directly supporting that curriculum. In that narrow setting, guided physical examinations, vitals and telehealth-enabled clinical-encounter workflows could support healthcare-career training. PCCD approval, a compliant budget justification and competitive procurement remain necessary.
Dr. Miltie, LLC is not an eligible direct applicant unless it independently holds current qualifying PACTT Affiliate status, which Atlas has not verified. Dr. Miltie should therefore be treated only as a potential vendor to an eligible affiliate where the specific equipment is legitimately justified and procured under PCCD rules.
Atlas Analysis
Atlas Opportunity Score: 83/100. This is a live, noncompetitive Pennsylvania education and workforce opportunity with a clearly defined eligible-affiliate list and a credible health-career-training equipment pathway. Its limitations are the narrow affiliate-only eligibility, relatively small tier amounts, strict budget composition and the requirement that every expense directly support PACTT academic, job-skills or work-related programming.
Application Readiness
Applicants should confirm Appendix C eligibility and remaining tier availability; PCCD good standing; Egrants agency registration, at least two registered users and e-signature access; Commonwealth non-procurement vendor registration; required administrator, school-administrator and juvenile-probation support letters where applicable; partner commitments; the interactive budget spreadsheet; itemized quotes for high-cost purchases; and a non-supplanting sustainability plan.
Questions may be submitted through PCCD’s registered Q&A service through close of business October 13, 2026. The listed program contact is Rebecca Charles at recharles@pa.gov.
