Opportunity Overview
Blue Cross and Blue Shield of Kansas is in the full application stage for the 2026 Pathways to a Healthy Kansas initiative. This is a restricted application stage, not an opportunity open to new applicants. BCBSKS states that only coalitions that submitted the required Letter of Intent by August 21, 2026 may complete the current application.
Funding and Deadline
The 2026 Coordination Grant provides up to $100,000 total, or $50,000 per year for two years. The funding period runs January 1, 2027 through December 31, 2028. The full application is due October 2, 2026 at 4:00 PM Central Time. BCBSKS expects to select up to 20 communities.
Eligibility and Application Gate
Applicants must carry out the work through an existing, active community health coalition. To be eligible, the health coalition must be registered through Elevate Kansas. The official timeline states that the application link is sent only to coalitions that submitted a Letter of Intent. BCBSKS currently labels Pathways availability as closed, while accepting full applications from those previously qualified coalitions.
Coordination Grant Structure
The coordination grant is intended to support no less than half of a full time Pathways coordinator position. The application packet states that if coordination funds support more than half of the coordinator position, local organizational match is expected and may include office space, benefits, equipment, or other forms of support. This is not stated as a universal fixed percentage cash match.
Allowable and Excluded Costs
Allowable examples include meetings and convenings, community member compensation, assessment and analysis contracting, technical assistance not otherwise provided by BCBSKS, personnel directly working on the grant, communications, in state travel, training, and equipment pending BCBSKS approval. Published exclusions include medical research, capital campaigns, operating deficits or debt, certain construction, real estate and endowment costs outside Pathways initiated work, lobbying and political activity, grants to individuals, annual fund drives, and fundraising events.

This is a substantial Kansas community health initiative with a clear healthcare access pathway and meaningful coalition infrastructure, but the current application is restricted to coalitions that already met the August 21 Letter of Intent gate. Equipment may be allowable only with BCBSKS approval, and the Coordination Grant is primarily designed for coalition coordination, systems work, and implementation planning. Atlas should not force fit the Nonagon N9+ device and platform or QC Healthcare.

No cold applicant outreach should be initiated for this cycle. Atlas should proceed only if a specific coalition can be independently verified as having submitted the required August 21, 2026 Letter of Intent on time and as currently registered through Elevate Kansas. Any project specific equipment role must also be verified as allowable by BCBSKS before package development.
