Competitive OVC funding for integrated services to minor victims of human trafficking. Strong proposals should center age-appropriate, trauma-informed services and verify current requirements for eligible applicants, service-delivery experience, safeguarding, privacy, match, budget, registrations, and OJP submission procedures.
The U.S. Department of Justice Office for Victims of Crime is accepting applications for FY 2026 Integrated Services for Minor Victims of Human Trafficking, Opportunity O-OVC-2026-172693. The program is designed to improve the availability, quality and delivery of services for minor victims of sex and labor trafficking, including young people involved with child-welfare and juvenile-justice systems.
OVC expects $9,500,000 in total funding, with 10 anticipated awards of up to $950,000 each and 36-month project periods beginning January 1, 2027. Eligible applicants include state, county, city or township, other local and Tribal governments, public and state-controlled higher education, public and Indian housing authorities, and qualifying 501(c)(3) nonprofits. For Atlas, the program has meaningful behavioral-health and clinical-service relevance, but N9+ remains conditional. Remote physical examination could potentially support legitimate funded clinical services for minors only where the applicant’s service model, pediatric clinical protocols, privacy and confidentiality requirements, clinician licensing, forensic requirements and budget support it. The NOFO does not specifically authorize telehealth or the N9+ platform.
