Opportunity Overview
The Oregon Department of Emergency Management (OEM) is administering the FY2026 Emergency Management Performance Grant (EMPG), a federal pass-through preparedness program supporting eligible Oregon jurisdictions across prevention, protection, mitigation, response, and recovery activities.
Deadline and Eligibility Gate
The final FY2026 EMPG application is due September 15, 2026. The current Oregon OEM program page and FY2026 guidance do not state a closing clock time or time zone, so Atlas does not infer either. A required Intent to Apply was due July 17, 2026. Only jurisdictions that submitted that Intent to Apply remain eligible for the FY2026 application cycle.
Eligible Applicants and Program Requirements
Eligible applicants are Oregon’s 36 counties, the state’s nine federally recognized Tribes, and Oregon cities with populations exceeding 85,000, subject to OEM’s emergency-management eligibility requirements. Applicants must maintain an assigned emergency manager, comply with or be working toward National Incident Management System requirements, maintain a current Emergency Operations Plan and FEMA-approved Hazard Mitigation Plan, maintain emergency operations or coordination capability, and use an incident command structure.
Funding and Match
EMPG requires a 50% non-federal cost share and operates on a reimbursement basis. The current FY2026 Oregon guidance does not publish a general per-applicant maximum award. Applicant allocations are controlled through OEM’s grant process.
Required Application Materials and Submission
Final applications are completed through OEM Grants using the application access provided to jurisdictions that timely submitted the Intent to Apply. Current guidance identifies required materials including the FY2026 work plan and budget, job descriptions for EMPG-funded employees, the annual risk assessment, a federally approved cost allocation plan when applicable for indirect costs beyond the de minimis option, Environmental and Historic Preservation screening materials when equipment is requested, and a Request for Exception where an applicant cannot satisfy a stated eligibility criterion.
Equipment and Federal Compliance
Equipment must satisfy applicable FEMA Authorized Equipment List requirements. Equipment purchases requiring Environmental and Historic Preservation review cannot be made before OEM and FEMA provide the required written approval; otherwise the cost may not be reimbursable.
Atlas Analysis
Atlas Opportunity Score: 72/100. EMPG is meaningful Oregon-administered preparedness funding with county, Tribal, and large-city eligibility, but the July 17 Intent to Apply gate sharply limits the remaining applicant pool and the final application deadline is close.
N9+ Fit Score: 0/100. The controlling FY2026 guidance does not establish an eligible role for the Nonagon N9+ device and platform. Equipment is subject to FEMA Authorized Equipment List and Environmental and Historic Preservation controls, so Atlas will not force a clinical-technology fit.
Outreach status: Publication only. No new cold applicant outreach is authorized because the fixed deadline is near and the authoritative guidance does not publish an exact closing time.
