Broad Eligibility
Oregon County, Transportation District or federally recognized Indian Tribe. For nontribal services, proposed area requires RUCA code 4-10; Oregon federally recognized Tribes are exempt from this RUCA restriction and may serve their eligible veterans statewide. Services must improve rural-veteran access to health care or healthy living. Other transit providers and healthcare nonprofits need an eligible applicant entity.

Oregon 2027-2029 Rural Veterans Healthcare Transportation (RVHT) Grant Program
The Oregon Department of Transportation (ODOT) Public Transportation Office and Oregon Department of Veterans Affairs (ODVA) invite applications for competitive state-funded grants that help rural Oregon veterans reach healthcare and related wellness services. This is an applicant-facing financial-assistance program, not an equipment or services procurement for state government.
Funding and deadline
Deadline: Thursday, December 3, 2026, 11:59 p.m. Pacific Time The official October 23 solicitation extends an earlier November 19 deadline. The official ODOT Cognito application explicitly specifies Pacific Time, although the PDF guide itself omits the zone. Applications opened October 16, 2026.
Minimum individual project request: $10,000. No fixed per-project maximum is established; ODOT anticipates that most individual awards will fall between $50,000 and $150,000. These figures are estimates, not guaranteed awards or a mandatory cap. ODOT expects up to $650,000 total statewide for the 2027-2029 biennium. Do not confuse this program-wide pool with an individual award.
Applicant eligibility and geography
Eligible applicants are Oregon counties, transportation districts, or federally recognized Indian tribes. For nontribal proposals, the service area must have USDA Rural-Urban Commuting Area (RUCA) codes 4 through 10. Oregon federally recognized tribes may apply regardless of service-area RUCA code, and services to their veterans anywhere within Oregon can qualify. Transit contractors, healthcare providers and nonprofits are not independently eligible unless applying through an eligible county, district, or tribe.
Eligible projects and restrictions
Funds can preserve or expand prior RVHT routes, establish new rural-veteran healthcare trips, or support related service development and mobility management. Operations and purchased transportation services receive priority. Trips may reach physical, dental, mental, behavioral and other health-related destinations, including non-VA facilities. Shared rides are encouraged, but RVHT funds cover only properly allocated costs of serving veterans, not incidental civilian ride costs. Veterans and personal care attendants may not be charged fares or copayments, and donations may not be solicited.
No local match is required; voluntary cash or in-kind resources may improve competitiveness. Payments are reimbursement-based and depend on quarterly reporting through ODOT OPTIS. Eligible service costs begin at fully executed grant agreement or expressly authorized pre-award date. Optional related Technical Resource Center support may cover eligible technology, technical assistance or planning up to 20% of project costs if an RVHT award is made; that support cannot fund rides or operating expenses. Grant agreements are expected July 1, 2027, through June 30, 2029.
How to apply

The controlling 11-page guide was checked October 31, 2026. The official Cognito form was independently reviewed, including applicant/ODOT region, funding request, service type, project narrative, outcomes, optional technical support, supporting documents and signature fields.
