Oregon Department of Transportation (ODOT) National Electric Vehicle Infrastructure (NEVI) Program — Round 3 is a competitive applicant-facing grant opportunity, released October 21, 2026, to install new and upgrade existing public direct-current fast-charging stations along designated Oregon alternative fuel corridors. The ten eligible corridors are Interstates 5, 82, 84 and 405; U.S. Highways 20, 26, 95, 97 and 101; and Oregon Route 42. Applicants can propose multiple eligible charging-station sites in one application, with a separate completed cost proposal for each site. This is a state-administered federal infrastructure grant, not a contract to supply ODOT with charging equipment.
Applicant-level funding: awards are reimbursement grants for up to 80% of eligible project costs. Applicants must provide a minimum 20% eligible project match. No universal fixed per-applicant dollar maximum is published. The program instead requires site-specific cost proposals and enforces available-funding limits for each corridor. Its $15,949,230 total Round 3 funding pool is not an individual applicant award. Among corridor pools the RFA lists $4,000,000 for U.S. 26, $3,000,000 for U.S. 20, $2,333,835 for I-5, $1,708,821 for U.S. 101, $1,360,000 for OR 42, $1,000,000 for U.S. 97, $680,000 each for I-82/I-405/U.S. 95, and $506,574 for I-84; those are corridor availability ceilings, not per-applicant awards.
Eligible applicants: any incorporated entity or federally recognized Tribe, provided it is not federally or state-debarred or otherwise ineligible. The primary applicant must own the charging station and be responsible for federal/state operation, maintenance, accessibility, and performance requirements, including any necessary subcontractor agreements. All applicants must submit a current Oregon Secretary of State Business Registry number and meet federal entity-identification/registration requirements; the state webpage calls for a Unique Entity Identifier. Proposed stations must serve mapped corridors; an off-zone proposal requires a compelling justification. Projects must generally meet NEVI requirements for at least four simultaneous 150kW charging ports and continued public operation.
Allowable reimbursement costs include eligible project design, site preparation, permits, charger hardware/software, directly related installation and grid connections, ADA accessibility, signage, eligible workforce training, and qualifying fixed operation/maintenance costs for up to five years. Ineligible costs include land purchase, costs incurred before executing a grant agreement, unrelated buildings, major grid upgrades, Level 2 charging equipment, lobbying, and routine variable business expenses such as electricity, insurance and staffing. Projects are reimbursement-based; all costs and match must be substantiated.
Application requirements: complete the ODOT-linked Cognito application by site, required Attachment 3 Cost Proposal Form for each proposed site, site-host letter of commitment, conflict-of-interest disclosure, affidavit of non-collusion, and required qualified-team information (up to three resumes of two pages each). The NOFO lists a pre-application webinar November 4, applicant questions due November 6, 2026, 5 p.m. PST, and answers expected November 13. Review ODOT’s entire 29-page controlling Round 3 Notice of Funding Opportunity and attachments, then use the Cognito application linked from the official Oregon NEVI funding page. Application deadline: January 22, 2027, at 5:00 p.m. PST. ODOT anticipates conditional award decisions in February 2027; full agreements remain subject to program eligibility and federal requirements.
