Match
Planning projects for urban areas may require up to a 20% local match. Planning projects for rural areas have no match requirement.
Eligible applicants
Eligible recipients include metropolitan planning organizations, local governmental authorities including cities, counties, and councils of government, operators of public transportation systems, and Tribal governments.
Eligible projects
Eligible activities include developing transportation plans and programs; planning and evaluating transportation projects; technical studies such as regional coordination and reduction of duplicative services; and comprehensive intermodal transportation planning. Vehicle purchases, routine operations, non-planning expenses, marketing, commercial promotions, non-transportation community projects, capital-project preliminary engineering, surveying, and construction work are not eligible.
Application process and deadlines
The mandatory pre-application window is September 1 through September 25, 2026. ODOT will provide full applications on October 9, 2026 to eligible applicants that submitted a pre-application.
