Oregon Youth Corps 2027–29 On-the-Job Training (HECC #27-002). On-the-Job Training (OJT) grants deliver paid work-based learning, employability-skill practice and community/natural resource stewardship projects for disadvantaged and at-risk Oregon youth. This is a separate HECC #27-002 grant track from Service-Learning Education and emphasizes compensated hands-on vocational experience and strengthening communities and natural landscapes.

Eligible applicants: Organizations headquartered or registered to do business in Oregon that are qualifying nonprofits, Tribal Nations, secondary or postsecondary schools/school districts/education service districts, government entities, or domestic LLCs, public-benefit corporations and mutual-benefit corporations with relevant workforce-development experience and public-benefit stewardship partnerships. Applicants must comply with required insurance and background checks. Proposed community-stewardship/natural-resource projects must occur in Oregon or on federally recognized Tribal lands in Oregon.

Participants: Youth Oregon residents ages 13–24; at least 75% must meet the funder’s disadvantaged/at-risk definition. Employment of participants younger than age 14 requires the specific authorization allowed by applicable state and federal rules. Proposed projects must teach employability skills and create educational or career pathways.

Individual funding: Up to $52,500 per organization’s county-based SLE/OJT project. HECC allows up to two distinct project applications per county, one Service-Learning Education and one On-the-Job Training, each subject to its own award cap. The combined $1,890,000 program-wide budget is not any individual’s grant. Awards are competitive and subject to funding availability. Costs incurred before an executed grant agreement are not reimbursable.

Payment and spending restrictions: The official sample grant agreement provides reimbursement following approved reports and expenditure documentation, with the final 10% released upon acceptance of final reports. Costs must fall within the award performance window, approximately July 1, 2027–June 30, 2029, after execution. The agreement caps indirect expenses at 15% or the grantee’s federally negotiated indirect rate and prohibits lobbying expenditure. No universal separate cash-match percentage is established in the controlling RFA.
