Atlas Analysis

Verified October 26 2026 by reading full official 46-page RFA 092-BEPAC27 and current TSET grant page. FY27 Construction Track 1 is a genuine grant/cooperative agreement for applicant-owned public park/open-space construction, not a vendor bid. Separate Track 1 application; grant cap 300k/year up to 2 years with conditional renewal, verified deadline Nov18 4pm CT, match by served population, reimbursement, signed policies, shovel-ready site, registered applicant-owned portal, restricted indirect costs and spending. Cross-status WordPress title and identifier search did not find FY27 construction grants; existing #6062 is separate Planning and Design RFA and remains pending.

Oklahoma TSET FY2027 Built Environment Grant — Construction Track 1: Parks and Open Spaces

Oklahoma’s Tobacco Settlement Endowment Trust (TSET) is accepting competitive grant applications for Construction Track 1: Parks and Open Spaces under RFA 092-BEPAC27. This is applicant-facing financial assistance for shovel-ready construction or upgrades that make public parks, open spaces and greenways safer and more useful for physical activity. Examples include publicly accessible walking and biking trails, accessible recreation and exercise equipment, lighting, shade, greenways, park courts, and physical-activity infrastructure. It is not a government vendor-purchasing notice.

Applicant award and deadline

Applicants may request up to $300,000 per grant year for up to two years. Any second year is a separate renewal contingent on project performance, available funds and TSET Board approval; $600,000 across two years is not guaranteed. The application is open and due November 18, 2026, by 4:00 p.m. Central Time. The RFA was released October 6, 2026. The anticipated first grant year is July 1, 2027–June 30, 2028, with a potential second year July 1, 2028–June 30, 2029.

Eligible applicants and project-site requirements

For Parks and Open Spaces Track 1, eligible applicants include qualifying Oklahoma local governments (cities, towns and counties), 501(c)(3) nonprofits, tribal nations, public school districts and sites, institutions of common or higher education, and state government agencies. Applicants must have an Oklahoma brick-and-mortar office, be in good standing, own the proposed Oklahoma project property when they apply and make the completed area publicly accessible during reasonable hours. Applicants that benefit from tobacco product sales are ineligible; signed tobacco-free and workplace-wellness policies and a non-acceptance-of-tobacco-funds certification are required. Tribal awardees must satisfy the RFA’s limited sovereign-immunity waiver requirement before agreement execution.

Matching funds and budget restrictions

Confirmed match is based on the population served: no match for 1–9,999; 5% of total project costs for 10,000–29,999; 10% for 30,000–49,999; 15% for 50,000 or more. Match must be documented at application, may include qualifying cash or in-kind support, and cannot use other TSET funds. Construction, site preparation, materials, labor, permit fees, qualified project oversight and related documented costs may be eligible. Justified indirect costs are capped at 15% of the award; a budget contingency of up to 20% of the yearly proposed budget may be included within the grant cap. Pre-award expenses, land purchases, vehicles, endowments, debt retirement, lobbying and other prohibited items are ineligible. All grant payments are reimbursement-based, so grantees must initially pay eligible costs and submit monthly claims.

Application prerequisites and submission

Projects must be fully designed, permitted, applicant-owned and shovel-ready, generally able to start within 75 days of the grant start date. Separate or noncontiguous project sites are ineligible. Applicants must supply project plans, evidence of need and community support, a sustainability plan, responsible project and construction site managers, a detailed year-by-year budget on the unmodified TSET template, recent construction bids or quotes (generally within three months), and the required signed policies, certifications, insurance and other attachments. Applicants must register and apply through the official TSET Funding Portal, using an account owned by the applicant entity; new registration may take up to two business days. Each TSET construction funding track requires its own application.
