Oklahoma FY2027 Healthy Incentive Grants for Communities — Cycle 1

The Oklahoma Tobacco Settlement Endowment Trust (TSET) is accepting FY2027 Cycle 1 applications from incorporated Oklahoma cities, towns and municipalities for one publicly accessible community-health improvement project. This is a competitive state financial assistance grant, not a procurement contract. Funding opportunity 092-HIGC-27.

Funding and deadline

Up to $60,000 for communities with 4,299 or fewer residents and up to $100,000 for communities with 4,300 or more residents, using current U.S. Census population information. No applicant match is required. Cycle 1 opened October 20, 2026 at 8:00 a.m. Central Time and applications are due November 18, 2026 by 4:00 p.m. Central Time. An independent Cycle 2 application window is scheduled for March 2–31, 2027.

Eligibility and project restrictions

Applicants must be incorporated Oklahoma municipal governments in good standing with relevant state agencies, certify they will not accept tobacco-industry funding, and apply for a project on property the applicant owns or controls as required by the FY27 guide. Projects must be accessible to the general public, not solely city staff. Each community may apply once per funding cycle and receive a Healthy Incentive Communities award only once every three fiscal years. Prior grantees must have closed earlier awards satisfactorily.

Eligible uses and application requirements

Fundable projects can include publicly accessible trails, parks and playgrounds, community gardens, farmers market facilities, bicycle and pedestrian facilities, and other projects improving physical activity and healthy food access. A single project per award is permitted; the project must be completed and funds spent within one year of award. The application requires evidence of required tobacco-free ordinances and wellness policies, food and activity community assessments, required resolutions and outreach, an actionable project plan, and detailed recent bids or cost estimates supporting the request. Award payment is not contingent on first submitting reimbursement claims, but invoices and receipts must be documented in quarterly reports.

Apply only through the applicant-owned TSET Funding Portal. Portal registrations can take up to two business days. Review the complete FY27 Community Resource Guide and attachments before submitting.
