Opportunity Overview
The Problem Gambling Network of Ohio (PGNO) Agency Service Consultation Phase 1 is an Ohio-specific behavioral-health funding opportunity designed to help prevention and treatment agencies integrate gambling prevention and treatment strategies into organizational culture, workforce development, intake and assessment, referral pathways, clinical and prevention services, marketing and communications, data practices, and internal policy.
Funding and Deadline
PGNO states that up to four agencies will receive a $15,000 grant each, for a potential total of up to $60,000 across the cohort. Funds are intended to support staff time for required meetings and participation throughout Phase I. The published budget guidance also gives examples including travel costs and materials. The project period is October 21, 2026 through June 30, 2027.
The completed application, programmatic map, and budget template must be submitted by Monday, September 21, 2026. The controlling PGNO page does not publish a deadline clock time or time zone, so Atlas does not infer either. Applications submitted after that date may not be considered.
Eligible Applicants
Applicants must be an agency or organization providing services in Ohio and must be interested in more fully integrating problem-gambling treatment or prevention into internal systems such as policies, procedures, workforce development, marketing, and related service-delivery infrastructure. The applicant must commit a team of four to six members who hold lower-level management roles or higher and must participate openly in the consultation process.
Application Requirements
The application requests agency and primary-contact information, counties and populations served, geographic classification, organizational composition and funding sources, history with problem-gambling services, interest in the consultation, and prior staff or leadership exposure to problem-gambling training. Applicants also complete a six-domain organizational self-assessment covering current capacity, prevention practices, treatment practices, partnerships and community engagement, data and quality improvement, and leadership and culture.
Applicants must also provide a SWOT analysis, a programmatic map, and a budget template and narrative showing how the $15,000 grant would be allocated. PGNO states that the full application takes approximately 45 minutes to complete.
Match, Procurement, and Submission Rules
The controlling PGNO page does not state a mandatory non-Federal match or cost-share requirement. It also does not publish special vendor-procurement rules for this consultation grant. Submission is through PGNO’s linked online application form, with the programmatic map and budget template submitted as part of the application package.
Contacts and Updates
Questions may be directed to Applications@PGNOhio.org. PGNO states that selected applicants will be notified by October 5, 2026. The opportunity is made possible with support from the Ohio Department of Behavioral Health. Atlas did not identify a separate solicitation number or published amendment/FAQ package on the controlling page as of September 10, 2026.
N9+ / Dr. Miltie Strategic Analysis
N9+ Fit Score: 0/100. This program funds organizational systems change, consultation participation, workforce development, prevention/treatment integration, and related staff effort. The controlling terms do not establish a legitimate remote physical examination, telehealth-device, or diagnostic-technology use case, so the Nonagon N9+ should not be forced into this opportunity.
Atlas Opportunity Score: 84/100 for strong Ohio behavioral-health applicants. OhioGuidestone is a particularly strong conceptual fit because of its broad behavioral-health, prevention, substance-use, school, and community-service footprint. Hopewell Health Centers and Talbert House are also realistic candidates based on their behavioral-health and addiction-service operations. Applicant-specific eligibility and prior same-opportunity outreach must still be verified before any external contact.
Direct-Vendor Review
Dr. Miltie, LLC is not a compelling direct applicant on the present record. The program is structured around agencies integrating problem-gambling prevention or treatment into their own systems, and Atlas has not identified a credible Dr. Miltie or QC Healthcare basis to claim that operating role. No direct-vendor submission should be advanced without new evidence.
