Opportunity Overview
The North Dakota Outdoor Heritage Fund Grant Round 29 is administered by the North Dakota Industrial Commission. The program supports projects that enhance conservation practices in North Dakota, including Directive D projects that conserve natural areas and establish or develop parks and other recreation areas.
Application Window
Applications are currently being accepted for Grant Round 29. The deadline is November 1, 2026. The current applicant page does not publish a closing clock time or time zone, so Atlas does not infer one.
Eligible Applicants
Eligible applicants include North Dakota state agencies, political subdivisions, tribal entities, and tax exempt nonprofit organizations whose projects align with the purposes of the Outdoor Heritage Fund.
Funding and Match
The current 2026 program policies state that grants may be any amount within the limits of legislative appropriation, but no request may be less than $2,500. A minimum 25 percent match of total project cost is required and may include eligible cash, in kind, and indirect contributions with appropriate documentation. The program receives up to $40 million per biennium.
Project Restrictions
Several uses require a finding of exceptional circumstances, including maintenance, road or parking lot paving, swimming pools or aquatic parks, property not affixed to land, most playground equipment, certain buildings, ice rinks, athletic courts, sports fields, and similar facilities. Applicants should verify the proposed project against the controlling policies before committing costs.
Submission
Applications must be submitted online through the North Dakota Industrial Commission Grants Management System. A $100 application fee is collected through the system at submission.
Atlas Fit Analysis
Atlas Opportunity Score: 72/100. This is a verified, current state administered opportunity with a fixed deadline, broad political subdivision and nonprofit eligibility, and clear recreation and conservation directives.
N9+ Fit Score: 12/100. The controlling policies focus on conservation and outdoor recreation infrastructure, and property not affixed to land generally requires exceptional circumstances. Atlas does not identify a routine, defensible N9+ role for this opportunity.
QC Healthcare Fit: 18/100. A healthcare role would be highly project specific and is not established by the general program rules. No outreach should assume healthcare allowability without a qualifying project and authoritative confirmation.
