Broad Eligibility

Tax-exempt agencies or organizations whose programs serve North Dakota or directly bordering communities and use funds for a health, welfare, social service, or educational program for at-risk populations. The project must address demonstrated human need and not duplicate existing services or programs.

Atlas Analysis

NDAD's Fall 2026 Gibbens Memorial Grant supports health, welfare, social service, or educational projects for at-risk populations. NDAD states it awards at least one $5,000 Gibbens Memorial Grant annually. Recent awards have supported school inclusion, therapy, accessible recreation, sensory and communication supports, transportation, and other community needs.

Opportunity Summary

The North Dakota Association for the Disabled, Inc. is accepting applications for the Fall 2026 Gibbens Memorial Grant. NDAD will award up to $5,000 to an eligible agency or organization for a health, welfare, social service, or educational purpose serving at-risk populations. The current cycle closes September 30, 2026 at 5:00 p.m.; the controlling NDAD materials do not publish a time zone.

Eligibility

The applicant program must serve communities in North Dakota or directly bordering communities, meet a demonstrated human need, and use the funds for a health, welfare, social service, or educational program for at-risk populations. The applicant must have tax-exempt status under the Internal Revenue Code, demonstrate sound program and financial management, be prepared to provide updated financial information and outcome data, and comply with NDAD’s nondiscrimination requirements. The funded service or program may not duplicate existing services or programs.

Funding and Allowable Costs

The current application packet states that NDAD will award up to $5,000. The application budget includes operational costs such as supplies, equipment, and daily expense items, as well as promotional and other project costs. Grant funds may not be used for administrative costs or employee compensation. NDAD also excludes direct grants to individuals or for a particular individual, capital construction, and deficit funding.

Application Requirements and Submission

Applicants must use the current Fall 2026 fillable PDF application packet and type responses directly into the form. The instructions prohibit using prior-cycle forms, modifying the PDF, or adding separate Word or PDF narrative attachments to expand answers. The application requests organization and tax information, project description, amount requested, completion date, mission alignment, collaboration information, recognition of NDAD, a project budget, and an authorized signature. For collaborative projects, the application permits letters of support. Projects must be completed within one year of funds being issued. Submit the completed application to Leslie Stastny at lstastny@ndad.org by September 30, 2026 at 5:00 p.m.

Match and Cost Share

The controlling Fall 2026 materials do not state a mandatory match or cost-share requirement. The budget form asks applicants to disclose total project cost and funds already committed, but it does not establish a required contribution percentage.

Healthcare, Education, and N9+ Fit

The program can support health and educational projects for at-risk populations and expressly allows equipment within operational project costs. A legitimate applicant-led use of the Nonagon N9+ device and platform is possible only if a tax-exempt North Dakota-serving organization defines a nonduplicative clinical-access project for an at-risk population and NDAD confirms the specific device, platform, implementation, and related costs are allowable. The $5,000 ceiling and absence of an express telehealth or remote-examination priority materially limit fit. QC Healthcare has no established direct role under the published program rules.

Direct Applicant Review

Dr. Miltie, LLC and QC Healthcare are not being advanced as direct applicants because the published eligibility requires a tax-exempt agency or organization serving the eligible geography and population. Any potential Dr. Miltie role would be applicant-led and subject to NDAD’s cost allowability and the applicant’s procurement requirements.

Atlas Scoring

Atlas Opportunity Score: 64/100. N9+ Fit Score: 15/100. The opportunity is verified and open, and equipment can be an operational project expense, but the small award ceiling, nonprofit-only eligibility, nonduplication rule, and lack of specific telehealth or connected-clinical technology language make this a publication-only opportunity unless an unusually strong applicant-defined use case emerges.

Atlas Next Step

Keep the opportunity published for discovery. Do not initiate cold applicant outreach without a specific tax-exempt organization, verified nonduplicative project, confirmed N9+ or QC cost allowability, a verified Zoho Contact and recipient email, clean CRM and Atlas Email Queue deduplication, no Email Opt Out or confirmed bounce blocker, and exactly the two required organization-specific outreach PDFs.
