Priorities and allowable-purpose guidance: The fund considers project impact, number of people benefiting, community financial and in-kind support, organizational management and integrity, and local involvement. Day-to-day operating requests receive low priority; multi-year commitments generally do not exceed five years. The public guidance does not publish a closed list of allowable cost categories.

School-health relevance: Northern Cass has repeat funding precedent from this fund for mental health and education projects, while Fargo Cass Public Health currently provides part-time school nursing services to Northern Cass. A school-health access or telehealth-support concept can be credible, but any proposed N9+ hardware, software, installation, or platform costs should be confirmed with NDCF before relying on them.
