Applicants must satisfy United Way’s organizational standards, including 501(c)(3) good standing in North Carolina, charitable solicitation compliance, service to Wayne County, registration with NC 2-1-1 and NCCARE360, appropriate governance and operational policies, insurance, financial controls, nondiscrimination requirements, and applicable health, safety, fire, and ADA compliance.
The 2027 process required attendance at a mandatory orientation in August 2026 and completion of prequalification by August 27, 2026 at 5:00 PM. Full applications opened September 9, 2026 only for invited, prequalified organizations. Applications are submitted through e-CImpact. Site visits or presentations are scheduled for November 4 through November 13, 2026, with funding decisions expected December 16, 2026 and funding beginning in January 2027.

Prequalification materials included the organization’s IRS Form 990 or 990-EZ, IRS 501(c)(3) determination letter, current North Carolina charitable solicitation license, and latest board approved financial summary. Full application documentation includes the latest financial audit or permitted financial review/internal financial statements based on organizational budget size, annual report, organizational chart, and board roster with affiliations. United Way’s financial documentation requirements become more stringent as organizational budget size increases.
