FY 2027-2028 City of Raleigh Human Services Agency Funding
The City of Raleigh is accepting competitive applications for its Human Services Agency Funding program for July 1, 2027 through June 30, 2028. Grants support direct services to low-income Raleigh residents who are older adults, youth, experiencing housing insecurity, living with disabilities, or affected by substance use disorders. This is an applicant-facing municipal grant, not a purchase of commercial services.
Funding and Eligibility
Organizations may request up to $50,000, but the request must also be no more than 25% of total actual organizational operating expenses for the last completed fiscal year and 50% of the proposed program budget. Eligible applicants must have their headquarters within Raleigh city limits, have nonprofit 501(c)(3) federal and state tax-exempt status, and provide an established program with at least one year of service to eligible low-income Raleigh residents. At least one year of relevant organizational experience is required. Awards depend on available City funds and City Council approval. Applicants requesting $25,000 or more must submit qualifying audited financial statements by a North Carolina CPA.
Allowable Costs and Restrictions
Allowable expenses include directly related front-line staff wages, program materials, supplies, and eligible client assistance. Indirect administrative expenses such as general rent, utilities, insurance, audit, communications and IT support are excluded. Housing construction is ineligible, and individuals cannot apply directly; eligible client assistance delivered through a nonprofit grantee’s program may be funded. Organizations receiving certain Raleigh Arts Commission multi-year funding may be ineligible. Funding is paid through reimbursement for eligible documented services under a City agreement; grantees must meet reporting and insurance requirements.
How to Apply
Applications must be submitted through the City’s Neighborly online grant portal by Thursday, December 17, 2026, at 3:00 p.m. Eastern Time. Applications by email or paper are not accepted. Required documents include completed application, personnel and program budgets, organizational operating budget, IRS Form 990, articles of incorporation, IRS tax-exemption letter, nondiscrimination statement, insurance certificate, and audit when applicable. Housing-stability programs answer four additional application questions. An optional virtual information session is scheduled for November 12, 2026 from 10:00 a.m. to noon ET.
