Opportunity Overview

Onslow County, North Carolina, through its Purchasing Department for Onslow County Emergency Services, is accepting qualifications under RFQ #100-27, Professional Design Services – EMS Station. The County seeks a qualified North Carolina-licensed architectural and engineering firm for planning, design, permitting, bid-phase support and construction administration for a new EMS Station at 317 Western Blvd., Jacksonville, NC 28540. The facility will also serve as a backup E911/PSAP and Emergency Operations Center. Award is expressly contingent on final federal-grant approval.

Deadline and Submission

The controlling RFQ states that qualifications are due September 24, 2026 no later than 2:00 PM, EST. Atlas preserves the issuer’s literal time-zone label. Respondents must deliver one original hard copy plus one identical PDF copy on a thumb drive to Onslow County Purchasing Department, Attn: Christina Russell, 234 NW Corridor Blvd., Jacksonville, NC 28540. Fax and internet-email submissions are not accepted. The package is limited to 50 single-sided or 100 double-sided pages, 8.5 x 11 inches, minimum 12-point font, excluding covers and dividers.

Scope

The project includes a backup EOC built to ICC-500 standards, two activation rooms totaling 102+ capacity, bunking for 40+ personnel, a backup PSAP/911 dispatch center with eight desks and redundant CAD, a 90-day medical/operational logistics warehouse, an eight-bay drive-through ambulance facility, logistics staging, and training facilities for 102+ with simulation labs and skills stations. Required professional services include feasibility/pre-design, architecture, structural, MEP, civil/site, construction documents, permitting, bid assistance, construction administration and closeout.

Applicant-Applicable Value

The RFQ does not disclose a professional-services contract ceiling or guaranteed design fee. After qualifications ranking, the County will negotiate a stipulated-sum fee for basic services and rates for additional services with the most qualified firm. Atlas does not use third-party AI estimates as an authoritative value.

Eligibility

Responding firms must be licensed in North Carolina. Selection criteria include relevant public-safety/government design experience, federally and state-funded grant-project experience and knowledge of federal regulations, proposed staff/subconsultants, financial stability, references, ability to begin promptly, and SAM.gov federal-contractor registration. Federal laws, regulations, executive orders, FEMA requirements and funding-award terms apply.

Questions and Amendments

Written questions were due September 4, 2026 at noon to PurchasingBids@onslowcountync.gov. Contact: Christina Russell, Purchasing Division Manager, (910) 455-1750. The RFQ states that interpretations, corrections and changes are issued only by written addendum. The County’s Current Bids page places responsibility on each bidder to ensure all addenda are received. Atlas did not locate a separately indexed RFQ 100-27 addendum in the public search path reviewed, so bidders should confirm the complete live addendum set with Onslow County Purchasing before submission.

Match / Cost Share

This is a professional-services procurement, not an applicant grant. No bidder match or non-Federal cost-share requirement is stated in the RFQ.

Atlas Fit Analysis

Atlas Opportunity Score: 76/100. The work is materially relevant to healthcare and emergency-response infrastructure, but the procurement is specifically for licensed A/E professional services rather than clinical operations, medical equipment or healthcare technology.

N9+ Fit Score: 0/100. The RFQ procures design services, not connected diagnostics, telehealth or remote physical-examination technology. Simulation labs and EMS training space do not establish an N9+ purchasing pathway under this RFQ.

Realistic Firms to Evaluate

Examples with public evidence of relevant North Carolina EMS/public-safety work include ADW Architects, whose portfolio includes Mecklenburg County MEDIC Headquarters and multiple Fire/EMS facilities; Stewart-Cooper-Newell Architects, whose portfolio includes North Carolina Fire & EMS/public-safety stations; and Oakley Collier Architects, a North Carolina firm that has designed Dare County EMS stations. These are competitive-market examples only; Atlas has not certified any firm’s current SAM.gov status, full license roster, available staffing, federal-grant experience or complete RFQ compliance.
