North Carolina 2027 Solid Waste Infrastructure for Recycling (SWIFR) Subaward Grant
North Carolina Department of Environmental Quality (NCDEQ), Division of Environmental Assistance and Customer Service, is accepting proposals for the 2027 SWIFR Subaward Grant. This is competitive financial assistance to local government applicants using federal EPA pass-through funds, not an equipment purchasing solicitation for commercial vendors. The grant supports measurable diversion of materials from landfill disposal through new or expanded recycling and composting systems.
Applicant Awards and Eligibility
Eligible North Carolina counties, municipalities, councils of governments and solid waste authorities may request up to $100,000 per eligible applicant. The $283,000 total available program funding is not an individual award. No cash match is required; grantees cover ineligible or over-award project costs. Only one proposal per applicant entity is allowed. Joint local-government applications are permitted, and participating governments cannot submit another proposal for the same competition.
Eligible Costs and Restrictions
Permitted purchases include recyclable materials handling equipment, recycling or composting collection trucks, containers, carts and related infrastructure that increases landfill diversion. Projects may not involve construction, ground disturbance, fixed installation, land development, payroll, administrative overhead or contracted collection services. The applicant must document measurable recovery/diversion. Applicable federal pass-through grant requirements, including procurement, environmental rules and Build America, Buy America provisions and relevant waivers, are explained in the RFP. The expected contract period is July 1, 2027 through June 30, 2028. Purchases before contract execution cannot be reimbursed. Payment is by reimbursement for eligible expenses with 10% of the award held until the approved final report.
How to Apply
Send one complete written proposal answering all required proposal questions to alex.miller@deq.nc.gov, in Word (preferred) or PDF, so that it is received by Thursday, February 11, 2027, at 5:00 p.m. The published RFP does not specify a time zone; confirm with NCDEQ. Applicants needing local board approval should secure it before filing. Selected grantees must complete state supplier registration, a Unique Entity Identifier and tax/conflict-of-interest forms as instructed. Proposals for the separate 2027 Community Waste Reduction and Recycling Grant may only describe a distinctly different project without overlapping purchases.
