Broad Eligibility

Limited competition. Every lead and partner organization must be located in an IDeA jurisdiction. Eligible organization types include higher education, nonprofits, for-profits and small businesses, governments, Tribal entities, eligible federal agencies, and U.S. territories or possessions. A lead must already have externally funded clinical and translational research. Each state may have only one active IDeA-CTR-type award, each organization may participate in only one such award, and organizations participating in an active CTSA may not participate. No cost share.

Atlas Analysis

The program has two tracks. IDeA CTR Development supports health research organizations with limited clinical and translational research infrastructure. IDeA CTR Network supports statewide or multi-state networks of health research organizations, community clinics, and practice-based research networks to expand infrastructure, develop the research workforce, and coordinate clinical research.

Earliest submission date: September 15, 2026. First application deadline: October 15, 2026 at 5:00 PM local time of the applicant organization. Later receipt dates continue through May 30, 2029. The Development track may request up to $1.0 million in direct costs in year 1 and $1.75 million annually in years 2 through 5. The Network track may request up to $3.0 million in direct costs in year 1 and $3.5 million annually in years 2 through 5. The maximum project period is five years. No cost sharing is required.

Eligible organization types include higher education institutions, nonprofits, for-profit organizations and small businesses, state and local governments, Tribal governments, eligible federal agencies, and U.S. territories or possessions, but the competition is geographically and programmatically limited. Every participating organization must be in an IDeA jurisdiction, each IDeA state may have only one active IDeA-CTR-type award, an organization may participate in only one such award at a time, and organizations participating in an active Clinical and Translational Science Award may not participate. A lead organization must already have externally funded clinical and translational research.

IDeA jurisdictions are Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, and Wyoming. Required registrations include SAM.gov/UEI, Grants.gov, eRA Commons, and ORCID for PDs/PIs. Applications are submitted through NIH ASSIST or an institutional system-to-system solution and tracked in eRA Commons.

The NOFO expressly supports community clinics and practice-based research networks, complex observational studies and clinical trials, innovative technologies and tools such as mobile clinical trial units, clinical datasets and real-world data platforms, and acquisition or modernization of equipment in multiple program cores. This creates a strong but project-specific role for the Nonagon N9+ device and platform in approved clinical and translational research involving guided physical examination, objective vitals or clinical data capture, distributed community research, or related decentralized study workflows. Any use must be scientifically justified in the funded research and comply with institutional protocol, IRB, procurement, and device requirements.
