Opportunity Overview
The New York State Department of Health, Division of Nutrition, Bureau of Supplemental Food Programs, is seeking a qualified organization to provide a statewide online nutrition education platform for the New York State WIC Program. The platform will supplement in-person and virtual nutrition education delivered through approximately 85 WIC local providers and more than 300 service sites serving roughly 464,000 participants each month.
Funding, Contract Term and Deadline
NYSDOH anticipates approximately $140,000 per year for five years, or about $700,000 total, contingent on USDA funding. The anticipated contract term is October 1, 2027 through September 30, 2032. Responses are due September 29, 2026 at 4:00 PM ET. The written-question deadline passed September 1, 2026 at 4:00 PM, and NYSDOH has now posted Addendum #1 and Questions and Answers among the controlling solicitation documents.
Eligible Applicants
Applicants must be public or private not-for-profit organizations and must demonstrate at least three years of experience in each of the following areas: developing and maintaining an online nutrition education platform, working with administrative aspects of state government programs, and developing and updating online nutrition education lessons. Experience acquired concurrently is acceptable.
Platform Requirements
The selected organization must provide a secure, web-based customer portal that supports 24/7 access to participant-centered nutrition education, role-based access for NYSDOH and local-agency staff, culturally diverse content written at an eighth-grade literacy level or below, multilingual lessons including English and Spanish, interactive completion tools, recipes and downloadable resources, and technical assistance within 24 hours of inquiry.
The platform must operate across iOS, Android and Microsoft environments on phones, tablets and personal computers, support 500,000+ users, connect individual accounts to WIC Household IDs, and interface with the NYS WIC management information system so completed-lesson data can be requested at least every five minutes. Reporting, monitoring, evaluation and staff training are also required.
Required Submission
Interested organizations must submit the required cover sheet, checklist, Attachment A, and any permitted supporting material as one PDF to the email address identified in the SOI using the required subject line. NYSDOH states that responses should not exceed five pages inclusive of attachments, appendices and supplemental material, so applicants should follow the controlling SOI instructions carefully when assembling the package.
Atlas Analysis
This is a meaningful maternal, pediatric, nutrition and health-literacy technology opportunity because it will touch WIC services statewide and must integrate securely into the existing NYS WIC ecosystem. However, it is specifically an online nutrition education platform procurement, not a remote-exam, RPM or telehealth-device program. N9+ Direct Vendor Fit: 0/100. Atlas should not force a clinical hardware use case into this solicitation.
Next Action
NYSDOH has now posted Addendum #1 and Questions and Answers. Qualified nonprofit platform providers should review both documents in full and incorporate all controlling clarifications before preparing a response, confirm the three experience thresholds, map current platform capabilities to the security, multilingual, reporting, mobile-access and NYWIC interface requirements, then assemble the cover sheet, checklist, Attachment A and permitted supporting material as one PDF for submission by September 29, 2026 at 4:00 PM ET.
