Open now. The New York State Office of Mental Health is seeking one entity to operate a statewide Older Adult Technical Assistance Center (OATAC). The center will support geriatric service demonstration projects through programmatic, evaluation and fiscal technical assistance, cross-disciplinary training, quality-improvement support and sustainability planning.
Funding and Updated Timeline
OMH plans one award of $200,000 annually for five years, for a total of $1,000,000, contingent on continued State appropriations. On September 17, 2026, OMH officially extended the RFP timeline. Questions and Answers are scheduled for October 20, 2026. Proposals are now due through the Statewide Financial System on December 1, 2026 at 2:00 PM EST, preserving OMH’s exact published timezone wording. Anticipated award notification is January 14, 2027, with an anticipated contract start of July 1, 2027.
Who Can Apply
Eligible applicants are 501(c) not-for-profit agencies. New York Statewide Financial System registration and successful nonprofit prequalification are required before proposal submission.
Submission Controls
OMH’s applicant instructions require the Provider Contact form, applicable certifications, Proposal Template and required non-budget attachments. The Proposal Template and all non-budget attachments must be combined into one PDF and uploaded under SFS Q1; the Budget Template must remain in Excel and be uploaded under Q2. The SFS Bid Amount field must contain the total amount requested. No workplan is required at application.
The RFP requires submission through SFS; mailed, hand-delivered and emailed proposals are not accepted. OMH’s applicant checklist advises beginning work in SFS at least five business days before the due date and submitting at least 48 hours early.
Program and Technical-Assistance Scope
OATAC will support older-adult behavioral-health and supportive-housing service models, including implementation, cross-disciplinary best practices, collaborative-team development, fiscal and billing sustainability, Medicaid and long-term-care policy, peer workforce development, program evaluation, data use and rural service access.
Technology Advisory Criterion
The RFP asks applicants to demonstrate capability to advise on the most effective and efficient use of technological resources, including current regulatory requirements governing technology used to provide services. This makes digital-care workflow, remote-service technology and compliance expertise relevant, but it does not make the award a direct technology-equipment procurement.
