A pre-bid meeting is scheduled for September 16, 2026 at 10:00 AM at the Dick Van Dyke Addiction Treatment Center, 1330 County Road #132, Ovid, NY 14521. Scope
The General Construction contract includes site preparation and demolition, earthwork, paving and site improvements, utility infrastructure, foundations, structural work, building envelope, roofing, interiors, fire-protection specialties, stairs and railings, and installation of loading-dock and food-service equipment. Mechanical/HVAC work includes HVAC systems, controls, testing and balancing, and the building automation system. Electrical work includes power distribution, lighting, communications and security, fire alarm and detection, UPS systems, and equipment connections. Plumbing includes domestic water, sanitary and storm systems, compressed air, fuel oil, natural gas, fire protection, and equipment connections.
Eligibility and Required Qualifications
The bidder or its principals must have at least five years of experience in similar work and must provide, on DASNY’s Minimum Qualifications Form, a list of five contracts of similar size, scope, and complexity completed or substantially completed within the prior ten years. DASNY also identifies Contract Security, EEO/AA, insurance, and the New York State Vendor Responsibility Questionnaire as applicable requirements. Firms must comply with New York State business-registration requirements, and entities proposing professional engineering services must hold the applicable New York State Education Department Certificate of Authorization.
Participation Goals
DASNY lists subcontracting participation goals of 18% MBE, 12% WBE, and 6% SDVOB, with an EEO goal of 10%.
Submission Mechanics and Contract Documents
Bids are sealed-paper submissions to DASNY’s Albany office. The outside of the bid envelope must identify the bidder and project; if enclosed in a delivery jacket, the jacket must be clearly marked BID ENCLOSED and ATTENTION: CONSTRUCTION CONTRACTS – KATELYN JESSIE. DASNY states that the complete Contract Documents are controlled through Camelot Print and Copy Centers and that purchasing the digital download is required to become an official plan holder. Plan holders receive addendum notifications. DASNY cautions that Contract Documents obtained elsewhere may be incomplete or may omit issued addenda.
