Opportunity Overview
Economic Development New Mexico, Technology & Innovation Office is accepting applications for the Targeted Federal Match Solicitation, Track 1 under New Mexico’s Research, Development and Deployment Fund. This is an always open, rolling State grant designed to provide match or leverage for New Mexico projects pursuing designated priority federal programs.
Applications are accepted and decided on a rolling, first come, first served basis while funding remains available. There is no fixed State application deadline. TIO targets a decision within 20 working days of a complete application and may provide expedited review when a documented federal deadline or other exigent circumstance requires it.
Funding
The minimum RD&D Fund grant is $1,000,000. The project must also have at least $1,000,000 in qualifying non State funding, creating a minimum project scale of $2 million. TIO publishes no fixed maximum State request for this solicitation and reserves the right to negotiate the amount committed.
The State does not impose a separate universal match formula. Instead, TIO mirrors the outside federal funder’s cost share or match rules. For federal opportunities that reward match or committed capital without requiring it, the applicant must explain how State support improves the likelihood of winning the outside award.
Eligibility
Eligible applicants are New Mexico public entities, including political subdivisions, State agencies, national laboratories, and public post secondary institutions in New Mexico, as well as businesses registered to do business in New Mexico. A business that is not yet registered may apply if it commits to register before any RD&D Fund money is disbursed.
The applicant must be pursuing one of the priority federal programs maintained on TIO’s current Targeted Federal Match list. The underlying federal opportunity must require match or cost share or reward match or other committed capital.
Project Requirements
The project must reasonably accomplish at least two statutory objectives in New Mexico: advance innovation in a target sector; foster qualifying collaboration among private industry, national laboratories, federal agencies or public entities; leverage federal or private investment; create new economic opportunities; create jobs or workforce training opportunities; or advance commercialization in a target sector.
Target sectors include aerospace and space, biosciences, clean energy and water, advanced computing including artificial intelligence, quantum computing and cybersecurity, and other strategic sectors identified by the State. Projects may occur at any point along the research, development and deployment continuum.
Current Priority Federal Programs
TIO maintains the controlling priority program list as a living document. Current examples include NSF Strategic Breakthrough opportunities, DoD STRATFI and TACFI, DOE Genesis Mission, DARPA Quantum Benchmarking Initiative Stage C, and Army Research Office or NSA QuantumEAGLe. Applicants should use TIO’s live page rather than relying on a static list because priority programs may be added or changed.
Traditional SBIR or STTR Phase I and Phase II awards are excluded because New Mexico operates a separate SBIR matching program. The solicitation provides a narrow exception for qualifying Strategic Breakthrough Awards that meet the $1 million RD&D Fund minimum.
Application Requirements
Applications are submitted through TIO’s online portal. Required information includes legal applicant name, entity type, New Mexico registration status or commitment to register, primary contact information, target sector, a project title and brief description, and an evidence based explanation of how the project meets at least two statutory goals.
The application must identify the priority federal program, its application or award deadline, the amount of RD&D Fund support requested, and the match or leverage basis. Applicants must attach the relevant federal solicitation language when match or cost share is required or rewarded, or provide the permitted justification when State leverage is intended to improve competitiveness.
Budget and evidence requirements include a project budget showing State and non State funding sources, one or more letters of support or commitment of resources, an RD&D expenditure timeline, a timeline for availability of non State funds and any applicant match, and an in kind valuation methodology if in kind contributions are counted. Public entity applicants must provide at least one partnership agreement with a partner not under the applicant’s control.
Applicants must disclose all other matching or leveraging funds applied for or received, including New Mexico’s separate DFA federal match fund. Expedited review requests require documentation of the exigent circumstances. Applicants also certify the accuracy of the information and, when applicable, the commitment to register in New Mexico before disbursement.
Commitment and Award Conditions
An approved TIO commitment letter is a conditional reservation of State funds, not a grant award or guarantee of disbursement. Funds are disbursed only if the applicant wins the underlying outside award, remains eligible, executes a grant agreement with TIO, and satisfies the solicitation and grant agreement conditions. Awards may span multiyear project periods aligned with the outside funding timeline.
The State funding must catalyze additive New Mexico activity. It is not intended merely to improve returns or extend runway for activity that would occur anyway.

Atlas Opportunity Score: 94/100. This is a high value, rolling State technology funding route with a minimum $1 million State commitment and no published fixed maximum, clear eligibility rules, and strong leverage potential for qualifying New Mexico RD&D projects.

A legitimate Nonagon N9+ device and platform pathway exists only where the applicant is independently pursuing a TIO listed priority federal program and the proposed New Mexico work satisfies the RD&D project tests. This State match program is not a general medical device procurement or deployment grant.
Dr. Miltie or QC Healthcare direct applicant eligibility is not established merely because the State solicitation is open. New Mexico registration, a qualifying priority federal application, and project specific federal match or leverage requirements must be verified before any direct application is considered. No automatic submission is authorized.
