Opportunity Overview

The New Mexico Department of Finance and Administration is accepting applications for the Public Safety Workforce Capacity Building Program. The program supports initiatives that increase workforce and employment capacity for eligible public safety professionals, including law enforcement, firefighters, detention and corrections personnel, and licensed attorneys in district attorney and public defender offices.

Deadline

Applications are due October 9, 2026 at 5:00 PM Mountain Time. The current application period opened September 8, 2026.

Eligibility

Eligible applicants are the State of New Mexico, political subdivisions of the state, and tribal governments. DFA’s current program page describes eligible applicants as municipalities, counties, state agencies and Tribal governments. Eligible entities may submit joint applications, with a qualifying primary applicant.

Funding and Cost Share

DFA does not publish a fixed per applicant maximum award in the current application or FAQ. Applicants enter the total amount requested, and DFA may adjust requested amounts based on reasonable costs. No mandatory applicant match or cost share is stated in the current application, FAQ, or program rule. Recipients have up to 24 months from the grant agreement date to expend awarded funds.

Eligible and Ineligible Uses

Eligible activities include recruitment and retention initiatives, professional development, recruitment campaigns, and certain equipment or equipment upgrades that directly support an approved workforce capacity initiative. The governing rule specifically ties equipment funding to professional development initiatives that recruit public safety professionals. Grant funds may not supplant existing funding, pay pre award expenses, fund routine operating costs, create public safety positions, pay the base salary of an existing public safety position, or replace recurring funding. Recurring initiatives require a sustainability plan.

Submission and Required Materials

Applicants complete DFA’s Microsoft Forms application. The application requires applicant and contact information, target public safety disciplines, estimated positions impacted, an initiative description, program objective alignment, workforce vacancy and compensation data, public safety need or crime conditions, collaboration information, project dates, amount requested and reporting acknowledgements.

The current attachment checklist requires an initiative narrative of up to five pages, detailed budget and supporting quotes, project schedule and milestones, letters of support or partnership agreements when applicable, vacancy rate, compensation and crime rate data, entity authorization or resolution, and any other required supporting material. DFA instructs applicants to submit one email containing the required attachments to PSWC@dfa.nm.gov with the subject PSWC Attachments.

Evaluation

DFA competitively evaluates demonstrated workforce need, initiative design and program alignment, statutory priority alignment, cost effectiveness and sustainability. Priority factors include external recruitment of experienced public safety professionals, cross jurisdictional collaboration, and initiatives that increase investigative, response or case management capacity.

Atlas Analysis

Atlas Opportunity Score: 73/100. The program is a current statewide funding opportunity with a verified deadline, clear eligible governmental applicants, defined application requirements and explicit support for workforce capacity initiatives.

N9+ Fit Score: 20/100. Equipment can be eligible only when tied to an approved workforce capacity initiative, and the governing rule narrows equipment funding to professional development initiatives supporting recruitment. No general clinical equipment pathway or EMS specific eligibility is stated. Atlas therefore does not force a Nonagon N9+ device and platform fit. Any proposed role would require an eligible applicant to establish a specific, compliant workforce initiative and obtain DFA confirmation that the device cost is allowable.

Direct vendor disposition: No Bid for Dr. Miltie/QC Healthcare. The applicant must be a qualifying New Mexico governmental or Tribal entity.
