Opportunity Overview
New Mexico Arts, a division of the New Mexico Department of Cultural Affairs, is accepting applications for the FY27 Arts & The Military Optimization Grant. The program supports organizations using arts engagement to serve military connected people and communities in New Mexico.
Funding and Deadline
New Mexico Arts plans to make five fixed $5,000 awards. No matching funds are required. Awards are reimbursement based. The project period is January 1, 2027 through June 15, 2027.
Completed applications must be submitted by email by November 6, 2026 at 5:00 PM MST, using the time zone designation stated by New Mexico Arts. Certain first time Arts & The Military applicants and prior mini grant recipients proposing a new project must complete Advance Review by September 25, 2026.
Who Can Apply
Eligible applicant classes are New Mexico nonprofit organizations, units of government, and Indian tribal government entities. Applicants must have received an Arts & The Military Mini Grant in FY23 through FY26 or a New Mexico Arts award in FY26, must have completed prior New Mexico Arts final invoices and reports on time, may submit only one application, must apply directly without a fiscal agent, and may not charge overlapping costs to another New Mexico Arts grant.
New Mexico Arts also requires applicants to review the program Readiness Self Assessment. The application form contains a checkbox referring to a New Mexico Arts award in FY2025 through FY2026, while the controlling program page and guidelines state FY2026. An applicant relying only on an FY2025 regular New Mexico Arts award should confirm eligibility with the program contact before proceeding.
Supported Activities and Allowable Costs
Supported activities include learning based arts programming such as classes, workshops, lectures, and virtual arts learning; organizational capacity building; contracted consultant support; and research, development, or program evaluation related to military connected arts engagement.
Allowable cost categories include personnel; contracted artist and contractor fees and services; travel; marketing and public relations; rent for planning, meeting, or programming space; art supplies; and limited other costs such as phone or postage.
Funding Restrictions
The guidelines prohibit capital supplies and equipment, including electronic equipment, computers, and musical instruments; capital improvements; construction or renovation; land or building acquisition; negotiated indirect costs; most food costs except allowable per diem; grants or direct aid to individuals; deficit reduction; and other excluded uses stated in the official guidelines.
Application Materials and Submission
Applicants should use the official FY27 Arts & The Military Optimization Grant Application and the official grant budget form. The budget must total exactly $5,000. The application requests organization and contact information, legal status and eligibility certifications, mission and prior military connected arts work, project description, intended audience and participant reach, outcomes and measures, implementation timeline and site, staff and artists, partners, risks and mitigation, evaluation plans, and optional additional information.
Submit the completed application materials by email to Kevin Lenkner, Arts & The Military Program Coordinator, at kevin.lenkner@dca.nm.gov. Program telephone: 505-412-5791.
Award Administration
Selected organizations must execute a grant agreement and required supporting documents, participate in peer learning, collect required participant surveys, submit three to five project photographs with signed releases, meet accessibility and crediting requirements, and submit the final report and invoice by June 15, 2027.
Atlas Strategic Analysis
Atlas Opportunity Score: 68/100. The opportunity is well documented, has a concrete deadline and no match requirement, and supports military connected community well being. The award is small, only five awards are planned, and eligibility is narrowly limited by prior New Mexico Arts funding history.
N9+ Fit Score: 0/100. The controlling guidelines expressly prohibit capital supplies and electronic equipment, so Atlas does not force a role for the Nonagon N9+ device and platform.
Dr. Miltie/QC Healthcare direct applicant status: No Bid. Required New Mexico applicant status and prior New Mexico Arts award eligibility are not established for Dr. Miltie/QC, and the program does not provide a legitimate N9+ equipment pathway.
