Atlas Analysis

Verified October 25, 2026 against official NJ State Council on the Arts 31-page FY28 GPS Guidelines and current grants page. Distinct eligible track from GOS: direct arts-program expenses for non-arts/multimission and other program operators, not sole-arts organization general overhead. GPS explicitly requires 3:1 match ($3 earned/raised and spent for $1 grant); no fixed grant maximum published. $100K arts-program expense beginning FY25 (Service exception), SAM/CAGE/UEI and NJ incorporation/registration, independent governing board, arts program 10+ months annually, two years running, at least 51% NJ audiences across two counties, 35h/week admin equivalent. Colleges/municipalities require separate budgets/governance and general public rather than curricular activities; 25% matching sources external to parent. Nov19 noon ET SAGE deadline; no extensions. 75% paid on annual contract and 25% after approved yearly report; annual award contingent funds, grant cycle FY28-30. Genuine applicant grant, not procurement.

FY2028 General Program Support (GPS) is a competitive New Jersey State Council on the Arts financial-assistance grant providing annual support over three years for direct arts-related costs of ongoing New Jersey-based public arts programs operated at least ten months per year. Applicants may include non-arts and multimission organizations, eligible arts organizations unable to satisfy GOS audience rules, and qualifying higher-education or local-government arts programs. The funding cycle covers July 1, 2027 through June 30, 2030, subject to annual appropriations.

Individual grant amount and match: The FY2028 guidelines do not publish a fixed overall dollar maximum per applicant or guarantee award levels. GPS grants require a 3:1 match: for every $1 of NJ Arts Council funding, grantees must earn or raise and spend $3 in eligible program support. Colleges, universities and municipal applicants face additional independently raised revenue requirements, including at least 25% of their matching revenue from qualifying outside-parent sources.

Eligibility: New Jersey-incorporated qualifying 501(c)(3) nonprofits, colleges, universities and units of government with current NJ Charities/Revenue compliance, active federal SAM registration and CAGE/UEI at application, applicable independent governance, and an active public-facing NJ arts program operating ten or more months per year since at least FY2025. The arts program must have maintained at least $100,000 annual program expenses beginning FY2025 (Service-category exceptions may apply), be managed by at least a 35-hour-per-week equivalent administrative staffer (two part-time staff may satisfy specific criteria), have its own current arts-program strategic plan, and show at least 51% NJ audiences and audiences from two NJ counties. College/university programs must be for the general public, not faculty/student/curricular activities; associated municipal/college programs require operational separation, community governance, independent budget and other stringent rules.

Eligible costs and restrictions: Fund direct operating costs of the eligible public arts program; academic degrees, scholarships, tuition, course credit, internships and other disallowed academic expenses are not eligible. Expenditure and annual reporting occur for each July–June grant year. The funder pays 75% of the approved yearly award upon execution of contract and 25% upon approval of annual final report. Additional ADA compliance, nonprofit reporting and state-vendor registration requirements apply.

Apply: The state SAGE application comprises narratives, organization and program profiles, funding-purpose summary, finance charts, board/staff information, ADA checklist and supplementary documentation; new SAGE registrations may take up to 48 hours. The deadline is November 19, 2026 at 12:00 noon Eastern Time, no late submissions or deadline extensions. An applicant may submit just one application: either this GPS track or the separate GOS track, not both.
