NJBUILD FY2027 Women and Minority Veterans in Construction Trades (WMVIC)
The New Jersey Department of Labor and Workforce Development opened this competitive grant on October 27, 2026. It supports pre-apprenticeship or pre-employment construction-trades training, job readiness, participant support, and placement and retention services for qualifying women veterans and minority veterans in New Jersey. This is a distinct veterans-focused opportunity, not the earlier Women and Minorities in Construction Trades (WMIC) round.
Funding and payment terms
$1,500,000 is the total statewide program funding pool, not an individual applicant award. The notice does not publish one fixed grant maximum per applicant. Instead, proposed program costs are capped at $15,000 per participant, including up to $11,250 for reimbursable training and program costs plus $3,750 tied to verified placement and 30-day and 60-day retention milestones. Administrative costs cannot exceed 10% of the award. Participant stipends are limited to $250 per week. Final award budgets remain subject to NJDOL determination.
Eligible applicants and requirements
Eligible lead applicants include qualifying New Jersey employers, apprenticeship and workforce intermediaries, labor and trade organizations, public and vocational schools, colleges, nonprofit and community-based organizations, workforce boards, governments, faith-based organizations, and eligible training providers. Every applicant must demonstrate partnerships with construction employers or Registered Apprenticeship sponsors able to support job placements. Organizations awarded FY2026 WMIC Round 2 grants cannot apply. Proposed participants must meet the official New Jersey residency and work-authorization requirements.
Application deadlines and requirements
Letter of Intent: Wednesday, December 2, 2026, by noon. Full application: Wednesday, December 9, 2026, by noon. The controlling notice does not expressly specify a time zone for these cutoffs. Applicants must attend one technical-assistance workshop on November 12 or November 23 and complete the mandatory LOI and the online NJDOL IGX application process, including required project narratives, budget schedules, fiscal documentation, and employer or apprenticeship partnership commitments. The planned award term is March 1, 2027 to August 31, 2028.
Significant restrictions
Grants may support allowable program delivery, materials, participant services, stipends, and documented placements. The notice excludes building construction and renovation, laptops and tablets, overnight accommodations, out-of-state mileage, grant-application costs, membership fees, unrelated professional development, and participant tuition or required training charges. The notice does not state a separate nonstate match requirement; applicants must nevertheless follow all controlling fiscal and reimbursement provisions.
