Atlas Analysis

Atlas Opportunity Score 93/100. N9+ Solution/Partner Fit 24/100 conditional; Dr. Miltie Direct Vendor Fit 5/100 conditional; QC Healthcare Fit 40/100 conditional. The NGO allows software and employer-focused training but does not establish ordinary clinical-device procurement or patient-care deployment as eligible. Any Atlas/N9+/QC role must be integral to a qualifying incumbent-worker training plan and confirmed by NJDOL. Program provides up to 50% cost reimbursement, so the applicant must carry the non-grant share.

Opportunity Overview

The New Jersey Department of Labor and Workforce Development (NJDOL) has opened the FY2027 UPSKILL: NJ Incumbent Worker Training Grant Program. The program reimburses eligible New Jersey employers and qualifying employer consortia for training current frontline employees to retain employment, advance within the company, and meet current and future occupational skill needs.

Funding and Schedule

$7,000,000 is available for FY2027, divided into two rounds of $3,500,000 each. Single employers and consortium applicants may qualify for up to $250,000 per round, subject to the number of trainees and NJDOL approval.

For Round 1, the signed Letter of Intent is due September 23, 2026 at 12:00 noon, IGX registration/update is due October 2, 2026 at 12:00 noon, and the full IGX application is due October 28, 2026 at 12:00 noon. For Round 2, the Letter of Intent is due January 8, 2027 at 12:00 noon, IGX registration/update is due January 22, 2027 at 12:00 noon, and the full application is due February 24, 2027 at 12:00 noon. The controlling NGO states these clock times but does not expressly identify a time zone.

Eligible Applicants

Eligible applicants include New Jersey single employers seeking to train incumbent employees in all industry sectors; employer, labor, community-based, or faith-based organizations; secondary and post-secondary schools; training providers applying on behalf of industry-specific employer consortia; and government/public entities. Single-employer trainees must have worked full-time for the employer for at least six months. Seasonal, temporary, part-time, commission-based, 1099, and new-hire positions are not eligible.

Training and Cost Rules

Eligible training formats include third-party classroom training, on-the-job training, and company in-house training. Individual and consortium employer grants require at least five trainees per class. Eligible expenses include tuition, textbooks, software, and examination or credentialing fees. Access fees for online training or learning are not reimbursable. OJT and company in-house training for single employers are reimbursed at 50% of the trainees’ base wages during training. The program provides up to 50% cost reimbursement, so applicants must plan the non-grant share of training costs.

All training must be completed within the twelve-month contract period. Applicants must remain compliant with NJDOL requirements, provide required tax-clearance documentation, and retain trainees for at least six months after training is completed.

Application Requirements

The application process requires a Letter of Intent, IGX registration/update by the Authorized Official, and the full IGX submission. Required materials include a Long-Range Human Resource Development Plan, narrative responses, tax-clearance documentation, training plan and trainee list, and other forms required by applicant type or funding amount.

Atlas Fit Analysis

Atlas Opportunity Score: 93/100. UPSKILL is a strong New Jersey workforce-development opportunity because it is open across industry sectors, permits healthcare employers, supports credential-focused training, and offers meaningful per-round funding.

N9+ Solution/Partner Fit: 24/100 conditional. Dr. Miltie Direct Vendor Fit: 5/100 conditional. QC Healthcare Fit: 40/100 conditional. The NGO permits software and employer-focused training, but it does not establish ordinary clinical-device procurement or patient-care deployment as an eligible purpose. Any N9+, Dr. Miltie, or QC Healthcare role must be tied to an otherwise eligible incumbent-worker training plan and confirmed against NJDOL allowability. Atlas will not assume hardware, platform-access, or clinical-service costs are reimbursable.

Next Action

Eligible New Jersey healthcare and education employers should identify an incumbent-worker training need, confirm at least five eligible trainees where required, prepare the Letter of Intent by September 23 at noon, complete IGX registration by October 2 at noon, and submit the full application by October 28 at noon.
