The New Jersey Department of Human Services, Office of New Americans is accepting proposals for Refugee Essential Case Management & Initial Employment Services, a state-administered Refugee Support Services procurement funded with federal Office of Refugee Resettlement resources. Proposals are due October 30, 2026 at 11:59 p.m. Eastern Time.
Verified funding and term
ONA anticipates making multiple awards and making available up to $5,000,000 in total funding. Individual awards are anticipated to range from approximately $300,000 to $5,000,000, subject to proposed capacity, allowable costs, available funding and final budget negotiations. Onboarding is anticipated to begin in March 2027, with the initial service period continuing through September 30, 2028. The contract may be renewed for up to three additional one year terms subject to available funding and ONA discretion.
Eligibility and service requirements
Eligible bidders must be nonprofit or governmental entities with sufficient staffing, supervision, fiscal systems and organizational capacity. Applicants must have appropriate technology for ONA systems and high quality remote services, provide or arrange reliable interpretation and translation, deliver culturally and linguistically appropriate trauma informed services, document eligibility and outcomes, demonstrate fiscal viability and satisfy debarment and conflict requirements. The program supports essential case management and initial employment services for ORR eligible individuals in New Jersey and requires coordination with workforce, adult education, legal, healthcare and other approved partners.
Budget and submission controls
The controlling RFP does not identify a mandatory match or cost share. Awarded costs must be allowable, allocable, reasonable, necessary, properly documented and directly related to the approved scope for ORR eligible clients. Costs outside scope or duplicating other funded services are not allowable. Proposals must be submitted electronically to DHS-CO.rfp@dhs.nj.gov as one combined PDF containing the narrative, budget, budget notes and appendices, with the budget also submitted in Excel form. The narrative is limited to 10 pages and the RFP specifies additional organizational, financial and compliance attachments.
