Opportunity Overview
The New Jersey Department of Children and Families (DCF), Division of Child Protection and Permanency (CP&P) is accepting qualifications for Housing Related Support Services – Furniture/Appliances/Equipment. DCF intends to award new fee-for-service contracts to qualified vendors for the purchase, delivery and assembly/set-up of household furnishings, bedding, appliances, child-safety products and related equipment needed to help children remain safely in their current living situations or facilitate family reunification.
Existing DCF vendors holding current furniture/appliance/equipment contracts must also respond and be qualified under this RFQ to continue providing these items.
Deadline and Submission
The controlling RFQ was published September 3, 2026. Responses are due October 7, 2026 by 12:00 PM; the RFQ does not separately state a timezone. Responses must be submitted online. Before submission, a respondent must complete the Authorized Organization Representative (AOR) registration form and send it to DCF.ASKRFP@dcf.nj.gov. DCF states that AOR forms received after close of business September 30, 2026 may not be processed in time.
The content-question deadline is September 11, 2026 at 12:00 PM. Technical questions about forms, documents and format may be submitted before the response deadline. DCF posts written answers and amendments on its contracting requests page.
Funding and Contract Structure
DCF will award approved vendors fee-for-service contracts for up to three years, with an intended funding period of January 1, 2027 through December 31, 2029. Payments are based on supplier invoices against agreed fixed unit prices that include delivery and set-up. Prices may not increase during the contract term. DCF expressly makes no representation regarding the volume of activity under the RFQ or resulting contracts, so no guaranteed contract value or applicant ceiling should be inferred.
Local CP&P offices initiate purchases through the Special Approval Request process. Priority 2 items require additional Local Office Manager approval. Funding is subject to appropriation, may not supplant or duplicate existing funding, and contract awards remain subject to negotiation.
Eligibility
Respondents must be fiscally viable, able to comply with DCF contracting rules, appropriately licensed where required, in good standing on existing State or Federal grants/contracts, and capable of meeting the RFQ’s administrative and operating standards. Eligible respondents include business entities duly registered to conduct business in New Jersey, including for-profit and nonprofit corporations, partnerships and LLCs, as well as institutions of higher education located in New Jersey.
Statewide service is preferred, but respondents may identify individual New Jersey counties they will serve. DCF intends to publish approved suppliers by county.
Required Response Package
The response is organized as three separate PDF files: PDF 1 contains the required performance and staffing deliverables through the signed Statement of Acceptance; PDF 2 contains organizational documents prerequisite to a DCF contract award; and PDF 3 contains additional supporting documents. Required organizational materials include financial-system capability information, affirmative-action documentation, governing documents, signed assurances, governance/contact information, applicable New Jersey business registration, the DCF Business Associate Agreement/HIPAA form, conflict-of-interest policy, and corrective-action/performance-improvement disclosures or a non-applicability statement.
Products and Service Requirements
Vendors may seek approval for all or selected listed items. Categories include beds, mattresses, bedding, cribs, car seats, strollers, child-safety products, air conditioners, refrigerators, microwaves, medication lock boxes, first-aid and safety equipment, furniture, stoves, washers, dryers and related household items. Items must be new and meet applicable warranty and safety standards. Quotes must identify item description, price, manufacturer, model and item number, and may not include tax because DCF is tax exempt.
Approved vendors must be able to deliver and, where required, assemble furniture in residential settings, with flexible hours that may include evenings and weekends. Billing uses the CP&P K-100 Billing Spreadsheet through a DataMotion SecureContract account.
Atlas Assessment
Atlas Opportunity Score: 84/100. This is a current statewide child-and-family human-services procurement with a multi-year vendor term and clear qualification path, but no guaranteed purchase volume.
N9+ Fit Score: 0/100. The verified scope is household furnishings, appliances and related safety equipment rather than clinical technology, telehealth or remote physical examination. Dr. Miltie/QC Healthcare should not be advanced as a direct vendor for this RFQ.
Next Action
Qualified New Jersey household-goods and equipment vendors should review the entire controlling RFQ, complete AOR registration promptly, identify the counties and item categories they can service, prepare the three required PDFs and fixed-price item quotations, monitor DCF for addenda, and submit online by October 7, 2026 at 12:00 PM.
