Opportunity Overview
The New Jersey Department of Community Affairs Office of Homelessness Prevention is accepting applications for the Homelessness Prevention and Rapid Re-Housing 2 Program (HPRP2) FY26. The program supports temporary rental assistance and stabilization services for people and families experiencing homelessness, along with prevention assistance for households at imminent risk of homelessness.
Funding and Award Range
The RFP identifies $6,315,197.52 in total available funding, consisting of $3,082,589.76 in OHP funds and $3,232,598.76 in Emergency Solutions Grant funds. Awards are allocated by county. The published county amounts range from $215,714.63 for Hunterdon County to $583,403.14 for Essex County. Applicants may apply for more than one region, subject to the RFP’s regional and lead-agency rules.
Deadline and Mandatory Technical Assistance
Completed applications are due through DCA SAGE no later than 11:59 PM on September 25, 2026. The controlling RFP does not separately state a timezone. DCA anticipates award notification on or about October 15, 2026. Applicants must attend one mandatory technical assistance session, scheduled for September 16, 2026 at 9:30 AM or September 17, 2026 at 1:00 PM.
Eligibility
Eligible applicants are nonprofit organizations and municipalities serving the listed New Jersey counties that have at least three years of successful experience administering or operating homelessness prevention, street outreach, homelessness diversion, or rapid re-housing programs. Selected agencies must be able to serve the entire county. Collaborative applications are permitted with an executed memorandum of understanding, but only one lead agency may be selected for a collaborative award in a county.
Applicants must also demonstrate active Continuum of Care participation, meaningful partnerships with local street outreach organizations and emergency shelters, capacity to coordinate with law enforcement, public services and healthcare providers, commitment to Housing First principles, and organizational alignment with DCA’s requirements for incorporating the perspectives of people with lived experience and expertise.
Eligible Activities
Eligible homelessness prevention costs include short-term rental assistance, rental arrears, limited utility payments, case management, credit repair, budgeting and money management, and approved HMIS operating costs. Rapid re-housing activities may include security deposits, short- and medium-term rental assistance, utility deposits and payments, moving costs, case management, housing search and placement, credit repair, budgeting and money management, and approved HMIS operating costs. The RFP requires one full-time-equivalent position dedicated to the project 100 percent of the time.
The RFP expressly states that planning and development of new HMIS or software systems are ineligible data-collection costs. Activities outside the approved application are also ineligible unless subsequently approved in writing by DCA.
Application Package
Applications are submitted electronically through DCA SAGE. Required materials include the program narrative and service-area information, organizational history and financial-management information, prior program outcomes, HMIS documentation, resumes for funded staff, a Continuum of Care recommendation letter, certificate of incorporation, bylaws, three years of full audits, proof of SAM registration, debarment and lobbying certifications, an organizational resolution, IRS determination letter, organizational chart, application cover page, and the applicant-specific evidence required by the RFP. The RFP does not state a mandatory applicant match or cost-share requirement.
Grant Term
The grant term is November 1, 2026 through October 31, 2027.
